The Space Development Agency (SDA) seeks industry feedback on the Draft T1 Tracking Layer
Solicitation and SOW/TRD in preparation for a release of the final solicitation once the FY22
Budget is passed by Congress. The intent of this Request for Information (RFI) is to inform a T1
Tracking Solicitation that enables the acquisition of a Warfighter-relevant capability within schedule and cost goals. Additionally, SDA intends to provide appropriate trade space for vendors to deliver capabilities.
The draft Program Solicitation and SOW/TRD have been revised based on feedback received in response to the Draft T1 Tracking Solicitation released on 6 December 2021. Industry feedback is requested on these updated documents and in response to specific questions on the T1 Tracking program approach. SDA intends to incorporate any changes based on industry feedback into the final solicitation. The updated DRAFT T1 Tracking Program Solicitation is attached. To receive
Attachment 1 (Statement of Work and Technical Requirements Document) and the T1 Tracking
Bidder’s Library, please send an email to osd.pentagon.ousd-r-e.mbx.SDA-PS-22-02@mail.mil with the subject line “SDA-PS-22-02 T1 Tracking Bidders Library Request.” Please include your organization’s CAGE code and location in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt. Responses are due 4 March 2022.
While generic Statements of Capabilities provides helpful context for industry responses, SDA is explicitly seeking the following information to inform the final T1 Tracking Solicitation:
T1 Tracking Layer SOW/TRD
1. The SOW/TRD requirements are built against the Capability Development Document
(CDD) Threshold requirements.
The current SOW/TRD is developed against the CDD requirement set. Both unclassified and classified requirements were generated to define the payload operations profile consistent with the SDA mission. The respondent is requested to evaluate the current requirement set and evaluate against the CDD Threshold requirements to ensure that the
SOW/TRD accomplishes the objectives of the SDA mission.
2. What requirements should be deleted?
The respondent is requested to evaluate the requirement set in total to determine if extraneous requirements may be removed while still meeting the SDA mission.
3. What requirements require trade space?
The respondent will note TBXs in red within the document. SDA would like specific input on closing these items in a manner that is schedule efficient, cost effective, and broadly implementable for the program. The respondent will also note additional TBXs within the documents that cover areas that are still in work by SDA. The respondent may feel free to propose suggestions against these areas or additional areas within the documentation that support a schedule efficient and cost effective implementation meeting the threshold-level requirements and mission described within these documents.
4. Should trade space be given for number of space vehicles per plane?
The respondent is requested to evaluate the value of allowing trade space in the number of space vehicles per plane while achieving stated performance requirements. The respondent is requested to provide feedback on the benefits and drawbacks of allowing this trade space while considering that other planes of the architecture may consist of a different number of space vehicles and that additional space vehicles will be added by future tranches.
