About this file
This is a location map document prepared by Reilly Engineering for the City of Scranton Department of Business Administration in conjunction with the Scranton Paving Spring 2026 municipal street resurfacing project in Lackawanna County, Pennsylvania. The map identifies thirteen paving locations throughout Scranton that are subject to the sealed bid procurement. The project encompasses asphalt paving, milling of existing asphalt pavement, asphaltic and stone base repairs or placement, concrete sidewalk and curb ramp construction, utility adjustments, and traffic maintenance and protection during construction. Work is distributed across seventeen base bid locations and three alternate locations with quantities varying by site, ranging from 40 to 4,460 square yards of paving and 100 to 1,640 linear feet of curbing. Sealed bids must be submitted electronically through the City's e-Procurement Portal by 10:00 a.m. on Thursday, April 16, 2026, with written questions due by 11:59 p.m. on Monday, April 13, 2026. A public bid opening will follow in City Council Chambers at City Hall. The contract term extends until August 31, 2026, with no renewal options, and work must be substantially completed within 183 days from the Notice to Proceed.
Bidders must demonstrate a minimum of five years of experience under their current business name, maintain a valid contractor's license in Scranton, and be prequalified by the Pennsylvania Department of Transportation as a prime contractor. A bid bond equal to 10 percent of the contract amount is required, along with performance and payment bonds each at 100 percent of the contract amount prior to execution. The contract is subject to Pennsylvania Prevailing Wage Act requirements effective February 23, 2026, and Public Works Employment Verification Act compliance. Comprehensive insurance coverage is mandatory, including workers' compensation (statutory), employer's liability ($500,000 minimum), comprehensive general liability ($1,000,000 per occurrence), and comprehensive automobile liability ($300,000 per person/$500,000 per occurrence), all issued by companies with an A.M. Best rating of "A-" or better and licensed in Pennsylvania. Liquidated damages of $500 per day will be assessed for delays. No specific set-aside designations for disadvantaged enterprises are identified, and no exact budget range is disclosed, though the bid form indicates a preliminary placeholder total of $20,000.00 with actual pricing to be determined by responsive bidders submitting unit prices for all line items.
