About this file

This is a Federal Certification Regarding Lobbying form (31 CFR Part 21) applicable to the City of Scranton's Scranton Paving Spring 2026 project in Pennsylvania. The certification requires the contractor to attest that no federal appropriated funds have been or will be paid to influence federal agency officers, Members of Congress, or congressional employees in connection with the award of federal contracts, grants, loans, or cooperative agreements. The document establishes that if non-federal funds are used for lobbying purposes related to this federal transaction, the contractor must complete and submit Standard Form-LLL, "Disclosure Form to Report Lobbying," in accordance with its instructions. The contractor must also ensure this certification language is included in all subaward documents at all tiers, including subcontracts and subgrants, with all subcontractors required to certify and disclose accordingly.

The certification is a material representation of fact upon which reliance was placed when the transaction was executed, and submission is a prerequisite imposed by section 1352, title 31, U.S. Code. Failure to file the required certification subjects violators to civil penalties ranging from not less than $10,000 to not more than $100,000 for each failure. The contractor certifies the truthfulness and accuracy of the certification and disclosure statements, acknowledging that the provisions of 31 U.S.C. Chapter 38, Administrative Remedies for False Claims and Statements, apply to this certification. The form requires signature by the contractor's authorized official, printed name, title, and organization, along with the date of execution.
