About this file

This document is a Scope of Work for a professional services contract between the City of Tucson's Water Department and a yet-to-be-selected consulting firm. The contract will provide water utility design and technical analysis services, with an anticipated first-year budget of $500,000, though no guaranteed work volume is specified. Services include finite element analysis, failure risk analysis, thrust restraint analysis, and pipeline renewal methods for various pipe types (PCCP, CCP, DIP, PVC, AC, HDPE, and CI). The contract will cover tasks such as structural pipe analysis, pipeline data validation, design of booster stations, water distribution and transmission main design, and construction administration services.

The contract is structured on an as-needed basis, with work assignments initiated through individual Notices to Proceed. The scope encompasses detailed technical services like developing infrastructure renewal alternatives, performing pipe segment failure analyses, and providing design options including Carbon Fiber Reinforced Polymer (CFRP) rehabilitation, steel slip lining, spray-in-place liners, and complete pipeline replacement. The consulting firm will be required to assist Tucson Water in assessing regional water infrastructure needs, including recommendations for reservoirs, transmission mains, and booster stations, with a focus on comprehensive technical evaluation and design optimization.

I. SCOPE OF WORK

I. General The successful firm shall provide, on an as-needed basis, to the City of Tucson (hereinafter referred to as the “City”) Water Department (hereinafter referred to as “Tucson Water”) services related to water utility design, finite element analysis, pipeline thrust restraint analysis, and pipeline renewal analysis as delineated herein.

The anticipated budget for year one of the contract is $500,000.00; however, the City makes no guarantee as to the amount of work the consultant will actually receive.

II. Specific Services Tucson Water will define specific work assignments under the Contract. In accordance with the Contract Terms and Conditions, the successful firm will not commence work until receipt of a Notice to Proceed for each specific work assignment. Services provided under this contract shall include, but not be limited to, the types of work described below:

A. Finite Element Analysis, Failure Risk Analysis

1. Perform structural analysis of pipe, failure risk analysis and finite element analysis. Consider loads and conditions as appropriate for particular pipe and pipelines. Display failure risk curves on plots where Y axis is Pressure (0-450 psi) and X axis is the Number of Wire Breaks.

2. Consider the serviceability, damage and strength limit state criteria including Microcracking, Visible Cracking, Yield Strength and other limit states at Operational and Operational plus surge Pressure.

3. Assist Tucson Water in pipeline data analysis and pipe segment validation.

B. Thrust Restraint Analysis

Considered the combined effects of working and transient pressure, pipe and water self-weight, soil weight, and interaction between the pipe and surrounding soil.

For single bends, performed thrust restraint analyses according to the provisions of AWWA M9 using the program TRDP. Performed separate analyses for the up station and down station legs of each bend where the available pipe laying schedules indicate that pipe properties (e.g., steel cylinder thickness) and geometries (e.g., length of thrust restraint) are not symmetric and vary on each side of the bend. Modeled the elbows and fittings with geometric details provided in the pipe lay schedules. Performed two sets of TRDP analyses, one using the design pressures specified in the design sheets, and one using actual operating pressures. Performed thrust restraint analyses also according to AWWA M9 (1979), which was the then-effective manual when the pipeline was designed, using design pressures.

For compound bends, performed pipe-to-soil interaction analysis using finite element analysis (FEA) with actual working pressures. Calculate the factors of safety against yield and ultimate strength defined in AWWA M9 for the pipe segments adjacent to each side of the bends based on the results obtained from TRDP for single bends and FEA for compound bends. Calculated the axial force and bending moment interaction diagram for each pipe adjacent to the analyzed bends and calculate factors of safety for the demand axial force and bending moment obtained from TRDP and FEA. Identified pipes with factors of safety below the values recommended by AWWA M9: 1.3 against the onset of yielding and 1.56 against ultimate strength.

C. Pipeline Renewal Methods

1. Develop and/or calibrate models of the potable or non-potable water systems including PCCP, CCP, DIP, PVC, AC, HDPE, and CI.

2. Provide Carbon Fiber Reinforced Polymer (CFRP) design option.

3. Provide a Steel Slip Liner design option.

4. Provide a Spray-In-Pipe Liner design option.

5. Provide a Cure-in-Place liner design option.

6. Provide a complete pipeline replacement design option.

7. Assist in assessing regional and subregional water-supply infrastructural needs including but not limited to recommendations on siting reservoirs, transmission mains and booster stations.

8. Assist Tucson Water with an internal pipeline spray in or cure-in-place liner choice. Task to spray and/or cure through two pipe segments and perform a pipe segment failure for analysis and possible failure curve.

9. Perform infrastructure renewal alternative analysis.
