About this file
This Scope of Work document outlines the specifications for an annual elevator maintenance contract with Hurst Euless Bedford Independent School District (HEB ISD) in Texas. The contract requires vendors to provide routine maintenance, corrective repairs, emergency services, and annual inspections for all elevators and chairlifts operated by the district. The successful vendor must employ trained, qualified technicians holding a current State of Texas Elevator License and a Qualified Elevator Inspector (QEI-1) Certification from the American Society of Mechanical Engineers (ASME). Services are to be provided during regular working hours of Monday through Wednesday, 7:00 am to 5:00 pm, and Thursday through Friday, 7:00 am to 10:00 pm, with the vendor required to respond to service calls within two hours of receipt. The contract includes monthly preventive maintenance for geared, gearless, and hydraulic elevator systems with specific task lists; quarterly inspections; semi-annual electrical checks; and annual comprehensive maintenance including brake shoe replacement, oil flushing, full load governor testing, and backup battery replacement every three years. Monthly firefighter Phase I and Phase II recall tests must be performed in compliance with NFPA 101 standards and ASME A17.1/CSA B44 requirements. Annual inspections by Texas Department of Licensing and Regulation-registered inspectors are mandatory, with all work adhering to applicable Texas Administrative Code Chapter 74 standards.
Pricing shall be provided on a per-location basis with separate hourly rates quoted for after-hours emergency services and overtime work. All repair quotes for non-maintenance work discovered during inspections require itemized pricing, and vendors must submit monthly performance reports for each elevator and comprehensive six-month written reports to the district. The vendor is responsible for programming all in-car emergency phones, providing a compatible iPhone application for service request monitoring, and maintaining monthly service logs documenting firefighter checks. The district reserves the right to terminate the agreement for breach of contract, poor performance, maintenance neglect, misconduct, non-appropriation of funds, or for convenience. Vendors must comply with the district's tobacco-free, drug-free, weapon-free, and alcohol-free campus policies and complete security screening procedures. The contract term and renewal options are not specified in this scope document, though the agreement is described as annual with ongoing performance monitoring through field audits and supervisory reviews.
