Statement of Work for Linen Service for BASE Alameda
The US Coast Guard BASE Alameda wishes to establish a base year with 4 option year Service Maintenance Agreement for Commercial Linen Service.
LOCATION:
The requested service will take place on USCG BASE Alameda, Coast Guard Island, Alameda, CA 94501 with three pick up/ drop off points. The pickup/drop points are:
(1) Medical, BLDG 1
(2) Child Development Center, BLDG 2
(3) Barracks, BLDG 24/26 All articles to be laundered are Coast Guard owned property.
SCHEDULING:
Pick up/drop off shall be scheduled on Tuesday and Friday during normal business hours. Normal business hours are 8am to 3pm with the exceptions of federal holidays; the pickup/drop off will be the next business day. The contractor is not required to provide service on Federal Holidays except in emergency situations.

For the linen that is picked up on Tuesday it shall be dropped off on Friday. For the linen picked up on Friday it shall be dropped off on the following Tuesday. The incoming/outgoing linen will be counted by the contractor and the government point of contacts. If there is a discrepancy in the count, the contractor shall notify the location of the items and the reason for the discrepancy.
DAMAGED OR MISSING ITEMS:
Damaged (ripped/torn) or excessively stained linen discovered by the contractor, shall be packaged separately and marked “Unsalvageable” to ensure accountability before returning to the Government. The contractor shall return the unsalvageable items to the unit POC the next delivery date. If the contractor caused the damage or lost an item(s), the damaged/destroyed and/or lost item(s) shall be replaced with an identical or like item at the contractor’s expense within 10 business days of discovery. These replacement items shall be bundled separately and clearly marked “Replacement Items”. If any damaged/destroyed or lost item(s) are not replaced within 10 business days, the contractor shall reimburse the Government.
RE-PERFORMANCE:
If linen is not properly cleaned, they shall be re-cleaned at no additional cost to the government. Item(s) found by the Government of an unsatisfactory condition shall be identified by the unit POC to the contractor's representative at the next scheduled pick-up day.
CLEANING:
All linens shall be laundered in accordance with standard commercial and industry practices. Contractor shall deliver clean, finished, packaged linen. All clean items are to be protected from contamination and soiling during transit. Clean Linen shall be processed, packaged and protected from contamination by wrapping in impervious plastic wrap in accordance with facility infection control standards and best practices. All medical scrubs, smocks, and lab coats shall be pressed and on hangers when returned. All other items shall be folded and bound.
LICENSES AND PERMITS:
The contractor shall obtain any necessary licenses and permits for complying with all applicable Federal, State, and local laws, codes and regulations in connection with performance as stated in this Statement of Work. Personnel operating motor vehicles shall possess a valid state driver’s license. The contractor shall be liable for all personnel injuries and equipment damage that result from their negligence or failure to follow safety/health guidelines. The contractor shall take proper safety and health precautions to protect work, the workers, the public, and the property of others.

Pricing shall be done on a per item basis. All items below are estimates and quantities may vary from week to week.

TERMS:
This will be a firm fixed price order. Payments will be made in arrears (NET 30) by the government via Electronic Funds Transfer (EFT).
Government Furnished Property: The Coast Guard will not furnish any goods or services during the execution of this SOW.
SECURITY:
The Coast Guards standard security practices should be adequate for the discharge of this contract.
WORK RESTRICTIONS AND REQUIREMENTS STANDARD PERFORMANCE OUTLINE:
Access to the Job Site.
Coast Guard Bae Alameda is a United States government facility. All personnel accessing CG Base Alameda are subject to all United States federal laws and enforce a personnel and vehicle identification or search to ensure compliance with United States Coast Guard security.
Accepted forms of ID for Contract Personnel:
01. Contractor Personnel: A valid picture identification card. Company / Contractor identification must be worn in plain sight at all times on USCG Base Alameda.
02. Contractor work trucks must be marked or use magnetic signs advertising their company name and contact information.
03. All vehicles must be currently registered and have proof of insurance.
04. EMERGENCIES must be immediately reported to the BASE OOD at 510-453-6903.
SAFETY:
01. During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction and Title 8, California Administrative Code – Construction Standards. When the Standards differ, the more restrictive standard will apply.
02. The Contractor will be responsible for initiating, maintaining, and supervising all safety precautions and programs in connection with the performance of this contract.
03. The Contractor shall take reasonable precautions for safety of, and shall provide reasonable protection to prevent damage, injury, or loss to
a. Employees on the work and other unrelated pedestrians.
b. The Contractor shall erect and maintain, as required by existing conditions and performance of the contract, reasonable safeguards for pedestrian and or vehicle safety, including the posting of danger area, hazardous conditions signs, or other safety related appliances.
c. The work and the materials and the equipment to be incorporated therein, whether in storage on or off the job site, under care, custody, or control of the Contractor.
d. Other collateral property such as landscape, landscape utilities, roadways, walkways, pavements, or mechanical /electrical utilities NOT designated for removal, relocation, or replacement over the course of construction.
e. The Contractor shall promptly remedy any damages and loss to collateral property as referred to in the above point.
ADMINISTRATIVE REQUIREMENTS:
Coordination with the Building and or Office occupants
01. CONTINUITY OF FACILITIES OPERATION: Notify the Contracting Officer Technical Representative in advance of any shutdowns at least seventy-two hours prior to the disruption. Perform all on-site work between the hours of 7:30 AM and 3:30 PM, Monday through Friday.
02. NOTIFICATION OF START AND COMPLETION OF WORK: The Contractor shall notify the Contracting Officer at a minimum of forty-eight hours in advance of the date he intends to commence work unless otherwise agreed upon. The schedule shall not exceed time limits current under the contract documents unless revised jointly by both the owner and the contractor due to conditions of the work and project.
03. CONTRACT MODIFICATIONS: Changes in the work may be accomplished after the execution of the Contract, and without invalidating the Contract by a Change Order. The Federal Government defines the Change Order as a MODIFICATION to the CONTRACT. The Modification to the Contract shall be based on upon the agreement of the change in work by the Contractor, and the Contracting Officer. The Modification to the Contract is a written instrument describing the change in the work, appropriate cost adjustments, and any extension to the contract schedule time required due to the change in the work. This document is prepared by the Contracting Officer’s Technical Representative and submitted to the Contracting Officer for approval.
04. SITE PRESERVATION: Preserve the natural resources within the project boundaries and outside the limits of permanent work performed under this Contract in their existing condition or restore to an equivalent or improved condition upon completion of the work. Repair or restore to original condition all trees or other landscape features scarred or damaged by equipment or operations. Obtain Contracting Officer's approval before repair or restoration. Confine construction activities to areas defined by the work schedule, drawings, and specifications. Federal Acquisition Regulation clauses apply.
05. NOISE: Make the maximum use of "low-noise-emission products" as certified by EPA and described at 40 CFR Part 204. Comply with applicable portions of the Noise Control Act (NCA). The Contractor is responsible for complying with all other federal, state, and local noise control laws and regulations.
06. POLLUTION: Comply with all Federal, State, and local laws and regulations pertaining to water, air, soil, and noise pollution.
TEMPORARY FACILITIES:
Temporary Utilities
01. Permission to use the Building’s water, electricity, lighting, and HVAC for work is granted during working hours.
02. The Government will provide emergency telephone service only (911).
03. The Government will not provide waste or debris clean up or removal.
04. The Government will not be responsible for contractor equipment / tools security. The Contractor must secure his own equipment.
