Final deliverables include three copies each of camera inspection videos (DVDs or flash drives) and inspection reports with detailed documentation of system condition, identified problems, and damage locations with lineal distance captions from identified reference points. The contractor is responsible for locating utilities, consulting NPS staff as needed, and repairing any utilities damaged due to contractor negligence at contractor expense.

Scope of Work
PMIS 311783 - Inspect and Clean Collection System Lines and Lift Stations for the Round Spring Wastewater System
PR Name – Hydrojetting and Camera Service
1.01 SCOPE OF WORK
A.) It is the intent of this specification to provide for the cleaning of debris, roots, grease, scale (mineral deposits), and obstructions from all sewer lines, manholes, and lift stations within the Round Spring area of the Ozark National Scenic Riverways. The CONTRACTOR will furnish all labor, materials, equipment and incidentals required to perform high pressure water jetting, rodding, brushing, bucketing, flushing, and cleaning of designated sewer lines, manholes, and lift stations to remove any root blockages, sand, silt and other debris that has collected and settled out over time. Work shall include vacuuming of flushed debris and sludge in manholes and meter vaults as required. Must use screen at downstream manhole to prevent debris flowing further into the collection system. Dispose of vacuumed debris off site.
The CONTRACTOR will provide cleaning and video inspection of the +/- 13,000 linear feet of sewer mains, manholes and lift stations in the Round Spring area of Ozark National Scenic Riverways. Mainlines will be cleaned manhole to manhole.
To verify completion of this work, the CONTRACTOR will provide video inspection of these features. The work shall consist of using specialized camera equipment and techniques to video record the condition of all gravity and pressure sewer collection system lines and lift stations that make up the Round Spring Wastewater Treatment collection system.
The CONTRACTOR has 10 calendar days after the award of the contract to provide Ozark National Scenic Riverways with a proposed schedule of work.
The CONTRACTOR has 120 calendar days to complete the work after the award of the contract.
3.01 PREPARATION
A.) Selection of cleaning equipment shall be based on the conditions of the sewer lines at the time the work commences. The equipment and methods selected shall be acceptable to the Ozark National Scenic Riverways; however acceptance of proposed method of cleaning does not relieve the CONTRACTOR of his responsibility to adequately clean the pipe and manholes to allow performance of other work.
The CONTRACTOR shall use high pressure water jetting equipment wherever possible
B.) The contractor is responsible for locating the manholes, sewer lines and any other utilities of concern. The contractor shall consult with NPS utilities staff as required when locating manholes. The NPS has a paper copy of the plans showing the system at Round Spring Maintenance Shop. The NPS can make them available for viewing with 24-hour notice from the contractor.
3.02 PERFORMANCE
A.) Each designated sewer manhole section shall be cleaned using hydraulically propelled, high velocity jet, or mechanically powered equipment. The equipment selected for cleaning shall be capable of removing dirt, scale, grease, rocks, sand and other deleterious materials and obstructions from the sewer lines and manholes. If cleaning of an entire section cannot be successfully performed from one manhole, the equipment shall be set up on the other manhole and cleaning again attempted. If successful cleaning cannot be performed from the second manhole, or the equipment fails to traverse the entire length between manholes, it will be assumed that a major blockage exists and the cleaning effort shall be abandoned. Blockages or any structural differences from the existing video footage, if any, shall be reported to the Ozark National Scenic Riverways immediately.
B.) During all sewer cleaning operations, satisfactory precautions shall be taken to protect the sewer lines from damage that might be inflicted by the improper use of cleaning equipment. Whenever hydraulically propelled cleaning tools which depend upon water pressure to provide their cleaning force or any tools which retard the flow of water in the sewer line are used, precautions shall be taken to ensure that the water pressure created does not cause any damage or flooding to public infrastructure being served by the manhole section involved. The flow of sewage in the sewer lines shall be used to provide necessary pressures for hydraulic cleaning devices whenever possible. When additional quantities of water are necessary to avoid delay in normal working procedures, the water shall be conserved and not used unnecessarily.
C.) Roots shall be removed in the designated sections where root intrusion is a problem.
Special precautions should be exercised during the cleaning operation to assure virtually complete removal of visible roots from the joint area. Procedures may include the use of mechanical devices such as expanding root cutters, and porcupines; or hydraulic procedures such as high pressure jet cleaners.
D.) All sludge, dirt, sand, rocks, grease and other solid or semisolid residue, debris, and material resulting from cleaning operations shall be removed at the downstream manhole of the section of sewer being cleaned. Passing material from manhole section to manhole section which could cause line stoppages, accumulations of sand in wet wells, or damage to pumping equipment shall not be permitted.
E.) All debris, residue and other materials resulting from cleaning operations shall be removed from the site at the end of each workday and shall be disposed of in an approved manner. It is the contractors responsibility to dispose of these items off site of Ozark National Scenic Riverways. Under no circumstances will the accumulation of debris, residue, etc., on the site beyond the stated time be permitted, unless prior written authorization is given for storage in totally enclosed containers.
F.) No wastewater service interruption will be allowed during cleaning and inspection.
G.) All utilities damaged, lost, or destroyed as a result of the Contractor's negligence shall be repaired or replaced at the Contractor's expense. Upon failure to comply, the Government will replace such items and the total cost of this replacement (i.e., materials, labor and all other associated costs) shall be deducted from the Contractor's payment.
3.03 ACCEPTANCE
A.) Acceptance of sewer line cleaning shall be contingent on satisfactory review of the video inspection. The video inspection will be performed by the CONTRACTOR and provided to the National Park Service. If television inspection shows the cleaning to be unsatisfactory, the sewer line shall be re-cleaned and re-inspected until the cleaning is shown to be satisfactory.
B.) Following the completion of work, the CONTRACTOR will provide Ozark National Scenic Riverways with a report of the condition of the system, condition of its specific components, and the results of the inspection. The report will include detailed documentation of any problems within the system and the location of those issues.
C.) Closeout submittals will include three (3) copies of camera inspection videos (DVD’s or flash drives) and three (3) copies of the inspection report. The inspection report shall identify any damaged sections of sewer system with location of damages with accuracy as described in previous section. Video inspection shall locate damaged sections on video by lineal distance caption, from identified manholes (or building), or other approved method.
