QUESTIONS:

1. The solicitation requires video documentation to be submitted on a DVD. Would the Government accept the video files electronically, either by email, file-sharing link, or as an attachment with the invoice, instead of a DVD or USB drive?

We will accept them from a file sharing link or a device such as a USB external hard drive.

2. Water jetting approximately 13,000 linear feet of sewer line will require a significant amount of water. Will the Government provide an onsite water source for the contractor’s use? If so, please identify the location of the available connection point and any restrictions or requirements for its use.

Yes , the fire hydrate at water tower road can be used, a backflow device or air gap must be used to fill directly from hydrate

3. Prior experience: The solicitation requests three similar projects completed by the offeror and the Technical Questionnaire asks for the company’s experience. May an offeror rely on the experience of a committed proposed subcontractor or key personnel when that experience is clearly attributed, or must all three projects have been performed directly by the prime offeror?

Experience or key personnel of a sub-contractor would be acceptable.

However, make it clear who it is attributed to. The sub or the prime.

4. No corporate experience: If an otherwise responsible small-business offeror has no directly completed corporate projects of similar size and scope but proposes a highly experienced specialty subcontractor, will the offeror receive neutral treatment, or will the quotation be technically unacceptable?

Quote would not be found technically unacceptable for this reason alone. If quote was complete it would be evaluated along with the other technically acceptable quotes.

5. Limitations on subcontracting: Please confirm whether FAR 52.219-14 applies to this total small-business set-aside and identify how the Government expects compliance to be calculated for this one-line-item service requirement.

The Government’s estimate is less than the $350k simplified acquisition threshold that would require FAR 52.219-14. However, if award was made over the threshold, FAR 52.219-14 would be applicable. Compliance would be verified by a simple spreadsheet that would be provided at the time of award that simply calculates percentages of award paid to similarly situated and non-similarly situated subcontractors. Completed spreadsheet would be required to be returned prior to issuing final payment.

6. System details: Please provide, if available, the number of manholes and lift stations, pipe diameters and materials, approximate footage by gravity versus pressure line, known access restrictions, and any existing system map or line schedule that may be shared electronically.

We are working to get our paper plans scanned tomorrow. Hopefully we can provide a digital copy after that.

7. Plan review: The SOW states that a paper system plan may be viewed at the Round Spring Maintenance Shop with 24-hour notice. May a proposed local subcontractor review the plan on a Prime’s behalf, and is any organized pre-quote site visit contemplated?

An approved subcontractor may review the plans, but the Prime will need to request that with 24 hours of advanced notice.

There is a pre-bid site visit scheduled on August 6, 2026 from 10am to noon (CST) at Round Spring, MO.

8. No service interruption: Does the requirement anticipate bypass pumping or temporary flow control at any location, or must all cleaning and inspection be completed without bypass equipment?

No, bypassing shouldn’t be necessary. Maybe temporary stoppage by pneumatic plugging of lines.

9. Pressure-line inspection: Please clarify which pressure sewer lines must be video inspected and what approved camera method is expected where conventional gravity CCTV equipment cannot traverse the line.

Pressure lines will not be inspected due to no way to access them

10. Deliverable format: The SOW requests three copies of videos on DVD or flash drives and three inspection reports.

Please confirm whether PACP coding, narrated video, on-screen stationing, electronic GIS-compatible data, or a specific file format is required.

11. Technical Questionnaire Question 3: The questionnaire asks offerors to list materials/products they will install and provide “or equal” documentation. Because this is a cleaning and inspection service with no apparent installed end product, may Question 3 be answered as not applicable while identifying the equipment and consumables proposed for performance?

12. Water source: Will the National Park Service provide an approved water source or hydrant connection for hydrojetting, or must the contractor transport all water to the site? Please identify any required backflow-prevention or metering equipment.

The park can supply the water from the fire hydrate at bottom of water tower road ( 2 1/2 " connection). The state of Missouri requires, back flow device( RPZ) to be connected to the hydrate for water protection. No metering device will be necessary.

13. Debris and sludge disposal: Please identify any available characterization of the anticipated waste and whether the contractor must use a specific approved disposal facility or provide disposal manifests/weight tickets.

Contractor will need to provide some type of approved waste receptacle . The company we use in this area is CARDS waste management & recycling, Winona

MO. 573 325 4300.

14. We would like to request clarification regarding the force mains included in the Round Spring wastewater system.

Our understanding is that standard sewer cleaning and CCTV inspection equipment require suitable access points and generally cannot be used in three-inch force mains.

These lines typically do not have manhole access, and our camera equipment cannot inspect pipes smaller than six inches.

Could you please confirm that the force mains are excluded from the required cleaning and video inspection?

If the force mains are included, please provide the pipe sizes, available access points, and the cleaning and inspection method expected by the National Park Service.

16. What is the diameter, or range of diameters, of the sewer lines to be hydrojetted and camera inspected?

17. Would the use of debris filter baskets at the downstream lateral/manhole be acceptable for capturing and removing debris, or is a vacuum truck required?

A vacuum truck would be preferred in order to clean out lift stations properly.

18. Will progressive or partial payments be permitted based on completed portions of the work? This project will require significant upfront expenditures on our end, so clarification regarding the payment structure would be appreciated.

Progressive or partial payments would be permitted for completed portions of work. However, excessive small invoices/payments will not be allowed. The most the Contract Officer can reasonably anticipate allowing is at the most 2 invoices before payment of a final invoice. A maximum of 3 invoices in total.
