About this file

This Scope of Work document outlines an HVAC maintenance and repair agreement for the South Carolina Department of Mental Health covering three Beckman Mental Health Center facilities located in Greenwood, Clinton (Laurens), and Newberry. The contract solicits bids from licensed mechanical contractors to provide comprehensive maintenance and repair services for HVAC systems including split system DX dedicated outside air units with hot water heat, air-cooled chillers, natural gas boilers, pumps, chilled water/hot water fan coil units, blower coil units, ductless split systems, and associated controls and ductwork. The agreement requires a minimum of four annual inspections with documentation, and contractors are encouraged to visit all three facilities prior to bidding for equipment verification. The selected contractor will have thirty days to review existing equipment conditions and submit a list of items requiring correction with cost estimates before commencing work. The contract term and renewal options are not specified in the document; however, the scope indicates this is an ongoing maintenance agreement covering normal and preventive maintenance as an all-inclusive, one-price-covers-all arrangement for parts and labor with specific exceptions for lightning damage, acts of God, and vandalism.

The maintenance and repair agreement explicitly excludes exterior painting of non-moving parts, lightning damage, acts of God, and vandalism from coverage; the contractor bears responsibility for these items as contract extras but assists the owner with insurance claim filing. All maintenance calls placed before 9:00 AM require same-day onsite service, while calls after 9:00 AM require same or next-day service, with lack of response potentially grounds for contract cancellation. The contractor must carry insurance as specified in the bid solicitation, provide a Certificate of Insurance, utilize approved water treatment services (preferably Nalco Water), and comply with all EPA refrigerant recovery and recycling requirements per 40 CFR Part 82, Subpart F and ASHRAE guidelines. The contractor must use Merv 8 filters or higher as specified, work with Trane factory-trained technicians for the existing EMS control system, and route all correspondence, billings, and quarterly reports to the contract manager Paul Wilson at Physical Plant Services. Specific equipment lists detailing manufacturers, model numbers, tonnages, and voltages are provided for all three facilities, and the contractor is responsible for hauling and lawful disposal of all used parts, oils, and refrigerants.
