About this file

This is Amendment #1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Mental Health (SCDMH) for HVAC maintenance services at Beckman Mental Health Center. The solicitation seeks a qualified contractor to provide comprehensive maintenance for the facility's HVAC systems, including complete turnkey coverage of the Trane control system. Most equipment at the Beckman Center facility was installed during original construction, with the exception of several fan coil replacements and a recently installed DOAU system. Bids were due October 5, 2020, at 3:00 PM, with award notification scheduled for October 8, 2020, and contract commencement on October 20, 2020. Sealed offers must be submitted to the SCDMH Procurement Office either by mail at PO Box 485, Columbia, SC 29202, or in person at 2414 Bull Street, Room 201, Columbia, SC 29201. One original copy of the bid is required, and bidders must submit a signed copy of the cover page acknowledging receipt of all amendments. The procurement officer is Thomas DeLoach Jr., and questions regarding the solicitation should be directed to thomas.deloach@scdmh.org or 803-898-8483.

The amendment clarifies that the Trane control system must be covered completely and on a turnkey basis under the contract. The facility's HVAC mezzanines do not have a domestic water source available for maintenance purposes, which bidders should account for in their proposals. South Carolina's resident vendor and resident contractor preferences apply to this solicitation and must be claimed by line item if applicable. Bidders claiming any preferences must certify their qualification for those preferences in accordance with South Carolina Code Section 11-35-1524. Offers remain binding for a minimum of thirty calendar days following the opening date. The solicitation will be posted at http://www.procurement.sc.gov along with the award and any related notices.
