Summary of Scope of Work - On Call Hauling, Sumter County
This Scope of Work document outlines an on-call hauling contract issued by the South Carolina Department of Transportation (SCDOT) for services in Sumter County. SCDOT seeks qualified contractors to supply trucks and drivers to haul hot mix asphalt, rip rap, aggregates, sand, fill material, spoil material, and salt to various locations throughout the county as determined by the Engineer on an as-needed basis. Deliveries will be specified by tonnage, route number, route name, and beginning and ending locations. Contractors will receive 24-hour notice prior to each call-out and must begin work within 24 hours of receiving a call from the Resident Maintenance Engineer or designee. The contract has an initial term of one year. Work assignments are structured as hourly billing with a maximum rate not to exceed $125 per hour, and contractors must submit time logs daily signed by both an SCDOT representative and the truck driver. A preconstruction meeting will be held prior to work commencement, and contractors must provide liability insurance to the Procurement Office before any work begins.
Trucks must be capable of hauling 18 tons of material legally and meet specific SCDOT specifications, including insulated beds with canvas or suitable material covers (mesh tarps are not acceptable), clean smooth metal beds coated with an approved asphalt release agent, and a minimum six-inch chute for loading asphalt pavers. The bid amount per hour must include the truck, driver, fuel, insurance, permits, and miscellaneous items required for hauling. Contractors must supply the number of trucks requested when requested throughout the project, and the Engineer reserves the right to use any number of trucks and contractors as deemed necessary. No compensation will be paid for travel time to and from the contractor's location. Failure to comply with contract specifications may result in non-refundable deductions ranging from $100 to $500 per offense for violations such as failure to provide the required number of trucks, failure to submit time logs, or failure to return magnetic signs issued for landfill hauling. Repeated non-compliance or failure to reimburse SCDOT for approved third-party damage claims within 30 days may result in contract termination and jeopardy to the contractor's ability to bid on future SCDOT work.
