About this file

This Performance Work Statement (PWS) details water testing services required by Naval Station Newport in Rhode Island. The naval station needs a certified analytical laboratory to perform environmental water sampling and testing to comply with state environmental regulations, including potable water, storm water, and specialized site-specific sampling at various facility locations. The contract requires comprehensive water testing across multiple categories, including coliform samples (570 tests), Total Trihalomethanes (36 tests), Haloacetic Acids (24 tests), Lead and Copper (60 tests), and specialized testing at specific sites like the Fire Fighter Training Facility, Boiler Plants, and Defense Fuel Support Point.

Key performance requirements include a 98% testing accuracy threshold, samples must be analyzed within specified holding times, and the vendor must be located within a 2-hour drive of Naval Station Newport. The vendor will be responsible for coordinating sample pickup, conducting precise testing protocols, electronically uploading results to EPA's Compliance Monitoring Data Portal, and promptly reporting any positive test results. The contract involves quarterly and annual sampling across multiple outfalls and facilities, with specific requirements for sample collection timing, location, and reporting. The primary government technical points of contact are Pamela Crump, Erin McElaney, and Becky Barlow, with the solicitation number N4008525R2691 issued by the Department of the Navy Naval Facilities Engineering Command.

PERFORMANCE WORK STATEMENT NAVAL STATION NEWPORT

WATER TESTING SERVICES

1.0 BACKGROUND

1.1 The mission of Naval Station Newport is to fulfill the diverse requirements of its tenant commands by providing the facilities and infrastructure that are essential to their optimum performance. NAVSTA Newport ensures that the highest standards of the Navy are incorporated into its efforts; that all tenant commands benefit from its continuous improvement; and that all hands work together to earn and maintain its reputation as the Navy's world-class Center of Learning Excellence.

1.2 To ensure operational sustainment, Naval Station Newport is required to follow Rhode Island state environmental regulations for water testing. At this point in time, Naval Station Newport does not have the organic capability to perform their own environmental state approved lab testing on site and requires a commercial contract to successfully perform the required services.

2.0 SCOPE

2.1 Naval Station Newport, RI (NAVSTA) requires support services for the environmental sampling of water to fulfill the requirements of state environmental compliance regulations. The government requires a certified analytical laboratory by the State of Rhode Island’s Health Department who is able to perform environmental analyses in accordance with existing local, state, and federal regulations.

3.0 TASKS

3.1 The vendor shall coordinate with the NAVSTA Environmental Department for the specific time and place of samplings. The vendor shall provide all labor, materials, equipment, sample bottles, transportation of samples and supervision necessary to analyze water samples from specific locations at NAVSTA in accordance with the specifications listed herein.

3.2 Annual Sample is to be performed on the same day in April of each year to be delivered between the dates of April 1st and April 20th. Samples are to be taken from 2 separate locations as designated below.

3.3 Pickup of the annual samples must be coordinated with the Environment POC who will make arrangements for the vendor to retrieve the annual samples.

Samples will be picked up at 11:30 AM on the first four Tuesdays of every month at Building A-9. Samples must go straight to the lab to meet holding times. Any samples that test positive for Total Coliform Bacteria must be tested for Fecal Coliform (in accordance with standard test procedures). The vendor shall pick up and analyze any repeat, up-gradient and down-gradient samples that need to be tested after a positive result. Pick up of these samples will need to be coordinated with the drinking water POC. Positive samples must be reported within 2 hours of final results. The lab must speak in person with either Pamela Crump 401-841-6376 (work), Scott Abraham 401-405-7076 (cell), or Dave Dorocz 401-841-7671 (work), 401-480-9583 (cell), after receiving a positive Total Coliform test. Leaving a message on voicemail does not satisfy this requirement. The lab may be required to pick up and test samples during the weekends if needed for repeat, up gradient and down gradient samples. NOTE: SAMPLES MAY HAVE TO BE COLLECTED AND ANALYZED ON WEEKENDS AND THE VENDOR MUST HAVE A WEEKEND STAFF TO INSURE THAT SAMPLING AND TESTING CAN BE ACCOMPLISHED. ROUTINE RESULTS SHALL BE FOWARDED TO NAVAL STATION NEWPORT WITHIN 7 CALENDER DAYS.

Four sample sets need to be taken every month at two different locations. The sites are Outfall 005A and 008A in Tank Farm 3 and the “back yard” of Defense Fuel Support Point (DFSP) respectively. An estimated flow (in MGD) from each outfall needs to be made during each sample pull (estimate with pump cycle). The samples need to be taken as specified in the permit. Briefly explained “two samples need to be taken during wet ether, one sample to be taken immediately after wet weather and one sample to be taken during dry weather.” If the samples cannot be taken as specified then they must be taken in the final week of the month until all four samples have been taken. The constituents to be tested are:

Total Suspended Solids (reported in Mg/L) Oil and Grease (Freon Extraction Method) (reported in Mg/L) pH (2 samples per day per site) Summary (12 months* 2 sites* 4 samples per month)=96 sample sets Monthly summary breakdown:

pH (4 per month*2 sites*2 per sample-16 samples/month) TSS (4 per month*2 sites*2 per sample-8 samples/month) O&G (4 per month*2 sites*2 per sample-8 samples/month)

5.0 QUALITY ASSURANCE SURVEILLANCE PLAN

5.1 A report for each test as to when the samples were picked up and when the tests were started and completed will be given to the Government Technical Point of Contact (GTPOC). This will be used to determine if all performance measures as stated below, are being followed.

5.2 If the vendor does not perform as to the measures stated below and the vendor does not correct unsatisfactory work, to include but not limited to: incorrect testing, late retrieval, and non-disclosure of results, it will count negatively against overall performance standards. Depending on the circumstances, timely corrective action by the vendor may and as determined by the GTPOC, be marked favorably towards performance standards. The vendor shall notify the technical point of contact of any corrective actions taken to ensure proper measures.

7.0 The vendor shall perform environmental sampling in accordance with State of Rhode Island Regulations and Naval Station Newport wastewater discharge permits. The samples are time sensitive and must be analyzed within applicable holding times and in accordance with Standard Methods for the Examination of Water and Wastewater or other relevant standard. In order to meet the time sensitive requirements, the vendor and its facility shall be physically located within 2 hours drive of Naval Station Newport.
