Can we request the current contractor SOP for Boiler Plan B A6?

If this exists, the environmental department does not have a copy of it

For the storm water samples, can you provide the storm water permit(s) and plan(s)

The permit is on the RIDEM website. It is the Multi- Sector General Industrial Permit. We can provide a copy and a copy of the Storm water Management Plan

For storm water samples, is there a tracking system for benchmark results? No

For storm water samples, are there any parameters that have reached benchmark results and are no longer needed? Will we be granted after hour access? No/Yes

Are there any access complications after hours for SW sampling? No

Please provide a photo of the ideal parking location to access outfall 7-

137. Please park in the Bldg. 1298 Pest Shop parking lot.

Which pipe is it exactly for Outfall 7-137, as there are 2 in this location? Either pipe is acceptable.

Is the vendor expected to walk on the rocks to access Outfall 7-137?

Conduct sampling in the safest manner possible at your own risk. In the event to safely obtain the sample is not possible, the government will not dictate means and methods of how to take the sample but please conduct in the safest manner possible.

For Outfall 4-37A, Can the pipe be dredged of the sand?

The government has no plan to dredge at this time but will make an effort to in the future.

What is expected to be done when it is high tide during a sample event at Outfall 4-37A, as the outfall gets engulfed in seawater which would make the sample not representative of the storm discharge. Would the saltwater affect the testing results?

Please note those conditions in your report. Saltwater does affect the results which is why hardness is another parameter requested.

For Outfall 4-37A, is there another access point to collect storm discharge if saltwater affects the sample? No

Weekly Coliform Samples are being collected; however, the chlorine residual is not listed. Usually, when TC samples are collected in a PWS, a chlorine residual is required to be uploaded to the State. Will Government personnel be collecting a chlorine residual when the TC samples are collected? Yes

Will the Contract be responsible for creation and completion of the Chain of Custodies, or will government personnel complete them?

Ktr will fill out for boiler plants. FFTF can fill out form for you if you provide the CoC for the lab, and an example to go by for future CoCs. For Potable Water - Government personnel will create and fill out chain of custodies; contractor responsible for COCs upon pickup of samples for transport, analysis, and reporting

In section O, it states that “A spike and a blank must be analyzed for all TPH Samples”. I assume this is just a spike and blank with each Set of samples run, and not a blank and spike for each sample.

It is for each TPH sample. The only time there would be multiple TPH samples would be in December, when both boiler plants are sampled.

Is the Method for the TPH samples 1664 or 8100? 1664A With the Outfalls having the potential to be submerged during high tide, what would be the protocol for sampling under these conditions?

Contractor must monitor tide schedules schedule sampling when appropriate.

One of the outfalls was mostly blocked with sand. Would it be possible to have the outfall dredged out?

The government has no plan to dredge at this time but will make an effort to in the future.

Can pictures be provided for each sampling location? Provided, see attachments

What is the height within the vault once the doors are closed at the boiler room 7 sample site? Estimated, between 1.5 and 2 feet

Should we assume an average or fixed number of tests per month for Spec Item 3.1.1, or should pricing reflect each sampling frequency independently?

The unit of issue for the recurring ELINs are monthly.

All of the tests called out by the Government should be priced and then divided by 12. This is due to the monthly billing.

Could you please provide further detail regarding the laboratory testing required under ELIN C702?

The ELIN, 702 series, is for any common lab test within the scope of the contract if a rework or retest is needed. This ELIN series is for retests and or rework if a possible failure of a test. This should be based on the experience and expertise of the contractor and past experience with retests.
