About this file
This is a Scope of Work Clarification document issued by the State of Hawaii Department of Land and Natural Resources (DLNR) Land Division for Solicitation #26002732, which pertains to tree removal and site remediation services at Haloa Stream in Waimea, Hawaii. The clarification, determined during a pre-offer conference conducted on May 15, 2026, expands the original scope of work to include three additional items: removal of a smaller tree and its root ball that fell on the opposite side of the stream as a result of the initial tree fall; cutting and removal of a large golden oak tree damaged by the tree fall that is currently leaning toward private property; and cutting and removal of a large dead tree near the tree fall that poses a risk of falling onto private property. Contractors are instructed to adjust their bids accordingly based on this expanded scope of work clarification. The original solicitation was posted on May 8, 2026, with a bid due date of June 8, 2026.
The clarification document does not address pricing terms, set-asides, incumbent information, funding sources, or contract award values. Contractors are required to maintain minimum insurance coverage of $1 million per occurrence/$2 million aggregate for Commercial General Liability and $500,000 per occurrence/$500,000 aggregate for Automobile Insurance, with the State of Hawaii named as an additional insured. All contractors and subcontractors must be registered with Hawaii Compliance Express (HCE). Work must be coordinated through DLNR Land Agent Pua Ishibashi, and the contractor must notify the Land Agent within three days of project completion and submit invoices with photographic documentation. The project is located in a residential area, requiring contractors to avoid loud equipment operation before 8:00 a.m. and minimize windblown debris affecting neighboring properties.
