About this file

This is a Scope of Work Checklist for the City of Santa Monica's Request for Proposals (RFP) for as-needed professional consulting services across three distinct service areas. The RFP seeks qualified consultants to provide strategic urban planning, urban design, and architecture services; real estate advisory and financial analysis services; and economic development services. Under Scope 1, the City requires consultants with expertise in land use planning, urban design analysis, architectural design and visualization, city planning initiatives, environmental analysis under the California Environmental Quality Act, transportation and circulation planning, sustainability and resiliency strategies, and community engagement processes. Scope 2 focuses on real estate advisory services including highest and best use analysis, appraisals, financial modeling, fiscal impact analysis, affordable housing finance, public-private partnership structuring, and development negotiation support, as well as public land strategy services encompassing asset evaluation, property disposition analysis, and Surplus Lands Act assessments. Scope 3 addresses economic development strategy services including industry cluster analysis, downtown revitalization strategies, and market analysis, along with market and demographic insights such as trend analysis, demographic forecasting, development feasibility assessments, and key performance indicator monitoring. Qualified firms and individuals may propose for one, two, or all three scopes of work.

The checklist format indicates that consultants should identify their specific areas of expertise from the listed services and tasks, allowing the City to engage consultants with specialized capabilities as needed. No specific pricing terms, contract duration, response deadlines, or award dates are outlined in this scope of work document, suggesting that such details are contained in other RFP documentation.
