About this file

This is an email correspondence regarding AB 339 compliance verification for a Request for Proposals issued by the City of Santa Monica for as-needed real estate and design consulting services. The City seeks qualified individuals and firms to provide consulting services across three distinct scopes of work: Strategic Planning, Urban Design, and Architectural Services; Real Estate Advisory and Financial Analysis Services; and Economic Development Services. Respondents may submit qualifications for one or any combination of the three scopes based on their expertise. The City will establish a list of qualified as-needed consultants for each scope, with individual work order tasks to be defined at the time of assignment in coordination with City staff. The email chain, dated March 23, 2026, indicates that Tina Saloutos, Principal Buyer, requested HR team confirmation regarding whether the scope of work encompasses any work within recognized employee organization classifications. Sarah Rebensdorf determined that notification to bargaining groups was not required, as the services augment existing City capacity and do not encroach upon recognized employee classifications.

The RFP does not specify a contract award date, pricing structure, or formal contract term in the provided correspondence. The City anticipates conducting an additional competitive process prior to awarding contracts and indicates that all services will be provided on an as-needed basis. Respondents were required to complete a Scope of Work Checklist to indicate which scopes or specific tasks they wished to be considered for in their Statement of Qualifications. The response deadline was indicated as close of business March 30, 2026. No specific funding amounts, set-asides, incumbent information, or renewal options are detailed in this compliance communication.

As this appears to augment some of what we already do as well as provide guidance and what we don't, I do not believe there is a requirement to notify any of our bargaining groups.

Thank you, Sarah
