About this file
This is a Proposer RFP Checklist for the City of Santa Monica, California, outlining critical procedural requirements for submitting proposals in response to a Request for Proposals for as-needed real estate and design consulting services. The RFP solicits qualified persons or firms to provide professional consulting services in three distinct scopes of work: strategic urban planning, urban design, and architecture; real estate advisory and financial analysis; and economic development services. Proposers may submit proposals for one, two, or all three scopes of work. The checklist emphasizes the importance of reviewing the entire RFP document, attending any pre-proposal conferences offered, submitting questions during the designated question-and-answer period, and consulting all formal addenda posted on the City's OpenGov online vendor portal prior to submission.
The checklist mandates strict adherence to RFP formatting requirements, point-by-point responses to all sections, and submission of signed acknowledgments for each issued addendum. Proposals are evaluated solely on information and materials provided in the response documents. All submission deadlines listed on the RFP front page must be observed without exception, as late proposals are not accepted. The checklist serves as a procedural guide rather than containing pricing terms, set-asides, or funding information, which would be detailed in the primary RFP document itself.

supplies/services required; submittal dates; format; contract requirements (i.e., insurance, performance and or reporting, etc.).

Take advantage of the “question and answer” period. Submit your questions by the due date. View all answers given in the formal addenda issued for the RFP. All addenda issued for an RFP are posted on the City’s online vendor portal: OpenGov and will include all questions asked and answered concerning the RFP.
Follow the format required in the RFP when preparing your response. Provide point-by-point response to all sections in a clear and concise manner. The proposals are evaluated based solely on the information and materials provided in your response.
Check the City’s online vendor portal: OpenGov for RFP addenda. Before submitting your response, check whether any addenda were issued for the RFP. If so, you must submit a signed acknowledgment for each addendum issued along with your response
Review and read the RFP document again to make sure that you have addressed all requirements.
Submit your response on time. Note all the dates and times listed on the front page of the RFP document, and be sure to submit all required items on time. Late proposals are never accepted.
