Scope of Work

DEPARTMENT OF ENVIRONMENT, GREAT LAKES AND ENERGY

Buffalo Reef

Geotechnical and Sediment Investigation Gay, Michigan

1. Introduction

This Scope of Work (SOW) details a geotechnical investigation to be conducted through the analysis of the subsurface conditions in and around the stamp sands deposits in Grand Traverse Bay, Michigan. The intent of this work is to provide relevant subsurface design information along the proposed alignment of a new 2,000-foot jetty into Lake Superior as well as the reconnection of Coal Dock/Gay Park Road along its former alignment, near the village of Gay, Michigan. See Figure 1 for project location map and Figure 2 for

Buffalo Reef Project Area

Copper mining activities conducted in the Village of Gay, Keweenaw County, Michigan resulted in the generation of mining waste known as stamp sand that was placed in or along Lake Superior near the

Village of Gay. The stamp sands, which are dark in color, have migrated south and now cover native white sand beaches north of the Grand Traverse Harbor. This migration resulted in the original deposit receding at an average rate of approximately 26 feet per year based on data from 1938 to 1999. Continued migration of the material, without mitigation, could threaten public health, welfare, and the environment.

Construction of a potential stone revetment/jetty to contain the stamp sand material is the preferred alternative for immediate containment while longer term containment strategies are planned.

c. Field Activities

i. Coal Dock Jetty Proposed Alignment

Field activities will consist of drilling and sampling a total of eight (8) soil borings along the proposed Coal

Dock Jetty alignment (approximately every 500 feet). The intent is to take all borings to bedrock and core bedrock for a maximum of 10 feet at each location. It is estimated that the borings will extend up to a maximum depth of 50 feet (estimated bedrock depth) below the encountered ground surface on land and up to 50 feet below the encountered mudline over water within Grand Traverse Bay unless adverse conditions are encountered at termination depth which would necessitate deeper borings. The prospective contractor is directed to current NOAA nautical charts to evaluate the depth to bottom in Grand Traverse

Bay (https://nauticalcharts.noaa.gov/). Boring Locations are shown in Attachment 1 (Coal Dock Jetty and

Road Alignment Boring Location Map). It is estimated that bedrock will be encountered anywhere between

0 to 50 feet below ground surface.

https://nauticalcharts.noaa.gov/

ii. Coal Dock/Gay Park Road Connection

Field activities will consist of drilling and sampling along the proposed Coal Dock/Gay Park Road and will follow MDOT geotechnical investigation standards. A bridge or road/culvert system may be required to span an unnamed creek along the alignment and two of the requested borings are selected to evaluate the shallow foundation subgrade conditions (bridge borings). The remainder of the borings (five) are situated along the proposed alignment to evaluate the condition of the subgrade (road borings).

Note: If an existing road surface exists, it is requested that the borings be taken through that surface with cores and associated descriptions of the road surface and underlying aggregate courses (if present) provided.

The bridge borings will extend a minimum depth of 50 feet below ground surface (if bedrock is not encountered) and the road borings will extend a minimum of 15 feet below ground surface (if bedrock is not encountered). Boring Locations are shown in Attachment 1. Rock coring into the underlying bedrock will be completed at the bridge boring locations to (10 feet maximum) if bedrock is encountered before the required termination depth.

The professional shall comply with all Federal, State and Local laws, ordinances, rules, and regulations relating to the performance of the work. All borings shall be drilled vertical.

4. Coordination of Work
