About this file

This document is Addendum #1 to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget (DTMB) for a Geotechnical and Sediment Investigation project related to the Buffalo Reef. The project is located in Houghton County and the City of Lansing. The RFP seeks proposals to conduct geotechnical borings and sediment sampling in the designated project area. The proposal due date is Thursday, June 29, 2023, at 2:00 p.m. Eastern. The addendum provides clarification on several questions related to permits, access agreements, borehole decommissioning, and sample storage. It also confirms the water depth ranges for the in-water borings.

The RFP intends to award both Task 1 and Task 2 to a single contractor. Costs for administration, work planning, reporting, and mobilization/demobilization can be split between the two tasks. The addendum clarifies that all drill cuttings will be returned to the boreholes, and there are no requirements for drumming and disposing of soil cuttings. The boreholes will be abandoned using the drill cuttings, and the geotechnical and rock core samples can be discarded after laboratory testing.

QUESTIONS

The following questions have been compiled to clarify answers to questions in portions of the RFP package:

Q1. Are the EGLE, USACE, and County permits necessary to conduct the work already in-place or will the Contractor be responsible for securing permits?

A1. Yes. DNR Fisheries will secure the EGLE and USACE permit. Contractor is responsible for County SESC and ROW permits.

Q2. Has EGLE secured access agreements?

A2. Yes. For the County ROW along Gay Park Rd and for access to the shoreline off Gay Park Rd approximately 0.75 miles west of the proposed jetty.

Q3. When accessing the west end of Gay Park Road, if the Contractor places a culvert to cross the existing drainage ditch, will it need to be removed at the end of drilling?

A3. It is expected that the west end of Gay Park Rd will be accessed from Coal Dock Road and the East end from Gay Park Rd.

Q4. Will the Contractor be required to compensate the landowners for trees removed to access the drilling locations?

A4. No.

Q5. Can cleared trees and brush be left alongside the access route along Gay Park Road?

A5. Yes.

Q6. Are there requirements for borehole decommissioning?

A6. Drill cuttings will be returned to the bore holes.

Q7. Do the 6th through 8th bullets in Article 8.a. of the Scope of Work document and Cost Sheet 3 apply to the intended Scope of Work?

A7. See additional information above.

PROJECT: Buffalo Reef - Geotechnical and Sediment Investigation, Request for Proposal

Q8. Cost Sheets 1 and 2 both contain line items for administration, work planning documents, reporting, and mobilization/demobilization. Does DTMB intend to award both Tasks or could only one Task be awarded?

A8. DTMB intends to award both Tasks to the same contractor. Costs of such line items can be split between the Tasks.

Q9. There are line items for the disposal of soil cuttings (drummed) in the cost sheets. The scope of work does not discuss the collection and disposal of soil cuttings. Should it be assumed that all drill cuttings be collected and drummed, and sent for disposal at a licensed landfill? Is the cost for characterization and disposal to be included in the disposal cost for each cost sheet?

A9. See A6 above.

Q10. How shall the boreholes be abandoned? The work plan does not discuss the abandonment process. Should the boreholes be abandoned with cement-bentonite grout, or can soil cuttings be used? Can boreholes be abandoned by different methods at different locations (i.e., borings on land along the Coal Dock Road abandoned with cement-bentonite grout, and those within the stamp sand areas abandoned using soil cuttings? If borings are to be abandoned using soil cuttings, then no disposal will be required.

A10. See A6 above.

Q11. Where will geotechnical jar samples be stored after drilling, sampling, and laboratory analysis.

Will the State require that these samples be returned to a project-designated location for long-term storage, or can the samples be discarded after laboratory testing?

A11. Samples to be discarded after laboratory testing.

Q12. Where will the rock core boxes be stored after drilling? Will the State require that the core samples be returned to a project-designated location for long-term storage after laboratory testing?

A12. Samples to be discarded after laboratory testing.

Q13. Regarding the borings to be performed in the water, our team determined that the water depths range from 15-20 feet deep near borings 4 and 5, and approximately 25-30 feet deep for borings 6-8.

This water depth data was pulled from 2016 USACE NCMP Topobathy Lidar: Stamp Sands, Lake Superior (MI). Can the State confirm these depths?

A13. Yes. Confirmed.
