About this file
This is a Statement of Work (SOW) for environmental graphics and museum display installation services for the 249th Engineer Battalion (Prime Power) headquarters at Fort Belvoir, Virginia.
The contractor shall design, fabricate, and install high-quality commercial environmental graphics in Building 1418's ground floor to create a museum-quality immersive environment communicating the unit's history, lineage, honors, and mission. The scope encompasses four primary tasks: (1) Site Survey and Preparation—conducting laser measurements of designated wall spaces, performing paint adhesion testing, and identifying architectural obstacles; (2) Design and Conceptualization—collaborating with the Unit Point of Contact (1SG Cory Stepp) to develop visual themes, integrating Government Furnished Information (GFI), and providing up to three digital design proofs for approval; (3) Fabrication and Materials—producing commercial-grade architectural vinyl wall wraps (3M or Avery Dennison), 3D acrylic or metal dimensional lettering, and acrylic or aluminum standoff display panels featuring historical timelines and awards; and (4) Installation—preparing wall surfaces, installing all graphics and panels evenly and securely, and maintaining cleanliness throughout. The project schedule requires kickoff and site survey within 10 days of contract award, initial design concepts within 14 days of receiving GFI, final design approval by the Unit Commander, and installation completion within 30 days of final approval. The government will provide unit crests, logos, historical photographs, approved written copy, and facility access during normal duty hours (0900–1600, Monday–Friday). Contractor personnel must meet Fort Belvoir base access requirements, process through the visitor center, and work only during business hours with appropriate escorts for civilian staff.
