About this file

This is a Statement of Work (SOW) for the one-to-one replacement of an addressable fire detection and alarm system at an office building within the U.S. Embassy compound in New Delhi, India.

The project involves replacing an obsolete System III fire detection system in a three-story building with basement with new addressable detection devices, while reusing existing wiring infrastructure. The scope includes installation of smoke detectors, heat detectors, manual call stations, horn/strobe notification devices, and two fire alarm control panels (FACP)—one main panel at the ground floor guard booth and one slave/repeater panel in the basement FAC office. The contractor must provide all labor, materials, tools, and equipment, including GI electrical conduits where required, and comply with NFPA 72, National Electric Code, and National Fire Alarm Code standards. The system must incorporate analog-addressable, network-capable control panels with optical fiber networking, programmable smoke detectors using multi-criteria algorithms, addressable manual fire alarm boxes, UL 1971-compliant synchronized visible notification appliances, and sealed valve-regulated lead acid batteries sized at 120 percent of calculated capacity to support 24-hour quiescent load plus five-minute alarm operation. The work is divided into four phases: design and shop drawings submission, detector replacement with minimal building coverage gaps, panel migration with continued fire detection coverage throughout, and final testing and commissioning. The contractor must submit a Bill of Quantities, cut sheets, timeline, safety and quality control plan, and provide cost per running meter for wiring as a separate line item. Work is restricted to U.S. Embassy business hours (08:30-17:00, Monday-Friday) with 48-hour advance notice required for staff access and material deliveries. The estimated project duration is three weeks from Notice to Proceed, with final acceptance inspection and two-week submittal of commissioning reports and as-built drawings required upon completion.

Detection System, Office Building, US Embassy, New Delhi.

SYNOPSIS

The Embassy of the United States of America is in need of replacement of existing obsolete addressable fire detection/alarm system in one of the office buildings at

Enclave Compound of American Embassy in Chanakya Puri by a qualified company specializing in that work.

The office building is a three-story building with one basement and two floors.

Currently a system III is feeding the signals to a NOTIFIER repeater which further conveys the signals to Master Panel at a remote location.

The scope of the project is a one-for-one replacement of devices (detectors, pull stations, annunciators, etc.) using the existing infrastructure (i.e. conductors, etc.)

along with a complete replacement of the main panel with existing addressable repeater panel.

GENERAL REQUIREMENTS

The contractor is expected to go through the Scope of work and come prepared with questions for USG (United States Government) rep.

The contractor will be responsible for technically qualified labor, specialized materials and associated tools and equipment required to carry out all works, unless stated otherwise in other section(s) of this SOW.

The contractor prepares and submit quotes formulated from this scope of work and a walkthrough of the site to see the existing condition.

The contractor is to provide a work schedule as part of the project submittal requirement after contract award. Schedule is to conform to the contract required duration.

The contractor is to submit as part of the submittals a safety and quality control plan for the project for review and approval.

Contractor quotes shall accompany cut sheets for the detectors, pull stations, strobes etc. for evaluation purposes. Contractor quote shall also mention that the proposed materials is latest and available upon requirement (do not have a long lead items).

Contractor shall provide cost of the wiring per running meter as a sperate line item to be considered in case there is a requirement for additional wiring or replacement of existing.

All material and work statements need to be approved by Subject Matter Experts back in US.

The contractor must abide by all necessary safety requirements (EM181-1-1) and standards during the construction. Specific safety requirements for this work would be proper PPE and working at heights over 1.5m per work requirement.

Nonconformance to proper safety requirements may lead to project suspension and possibly cancellation. The U.S Government is not liable for injuries or provision of required safety equipment.

The contractor shall provide 48 hours in advance a request for access of staff, providing full names, type of vehicles with plate numbers intended to access the compounds and any material delivery intended to be brought into the compound.

Work hours for this project will be typical U.S. Embassy business hours of 08.30 hours to 17.00 hours, Monday to Friday. No work will happen on Saturday, Sunday or mission holidays. Different or additional workdays or hours as may be needed must be pre-approved by the COR and a minimum of 48hrs in advance must be requested from the contractor.

All installations shall be in accordance with the NFPA 72, National Electric Code and National Fire Alarm Code requirements

The contractor is responsible for removal and disposal offsite (at an approved disposal site) of all debris arising from the construction.

BIDS SUBMISSION REQUIREMENTS:

1. BOQ for the entire project.

2. Cut sheets of the items / materials / Equipment’s proposed for this project.

PROJECT REQUIREMENTS:

Contractor shall prepare shop drawings showing location of all the detectors on all the floors along with location of the master panel and slave / secondary panel.

Proposed shop drawings shall also show any new requirement for wiring and new circuits from each floor to the master and slave panel. Product information for the devises and panels shall be submitted for approval along with shop drawings.

Location of master panel is fixed at the ground floor and slave panel in the FAC office in basement.

No work shall start without any approved shop drawings/product submittals and work schedule.

Contractors will be shared with drawings as available with USG.

Actual measurements and verification of conformance of the design is the responsibility of the contractor.

Contractor shall prepare a tentative BOQ based on their design proposal and submit along with their quote for understanding of the evaluator about the design concept and devises used.

Currently Elevator Recall Interlocking is part of the existing fire detections system.

Any change in the system due to any replacement or repair and impacting functionality shall bring the system back to the existing working group. To ensure these items shall be tested towards end of the project while carrying out final testing and commissioning of the system. Contractors will be liable to check the condition of the wiring and to ensure that condition of the wiring is good for another 10-15 years.

SCOPE OF WORK

The contractor shall provide all supervision, labor, tools/equipment, and material to safely install a fire detection/alarm system. At a minimum, the following work must be done:

Where required, Contractor is to provide and install GI electrical conduits to link conduit boxes to be used for smoke detectors, horn/strobe and manual call station devices. All conduits are to be run to the proposed location for the fire alarm control panel located at the ground floor.

Where required, support for the conduits can be done with properly sized GI saddle

/ clips or any other means deemed feasible and approved by the Contracting

Officer Representative (COR) for the contract. Any coring and drillings through walls and floor slabs shall strictly be coordinated with the COR to minimize any impacts to the building’s structural integrity.

Project will be divided in to following phases:

Phase I

1. Vendor shall prepare shop drawings based on existing installations.

2. Submission of the cut sheets for all the items proposed for replacement.

These will be required along with the bid for approval.

3. Vendor shall disconnect the existing repeater panel installed next to the existing system III panel. Minimum troubles shall report to the master panel installed in a remote location.

Phase II
