About this file

This is a Scope of Services document for a Request for Bids issued by the Illinois Department of Mental Health for water testing and analysis services at Elgin Mental Health Center, located at 750 South State Street in Elgin, Illinois. The contract, designated as Bid Number 26-444DHS-MENTH-B-50651 and titled "DMH SP EMHC FY26-FY28 WATER TESTING AND ANALYSIS SERVICES," requires the selected vendor to provide comprehensive annual water testing and analysis across multiple facility systems, including steam boiler systems, closed recirculating systems, chilled water loops, potable water systems, and cooling tower systems. The vendor must conduct six bimonthly site visits per fiscal year, perform field testing on site, conduct laboratory analysis on no more than 10 samples annually (excluding Legionella samples), provide written reports after each visit, and offer consultation on water-related issues. Additional services include dental unit water line testing once per fiscal year and quarterly Legionella testing throughout the fiscal year. A mandatory pre-bid conference is scheduled for January 8, 2026, at 9:30 AM at Elgin Mental Health Center's FTP Building Main Lobby; attendance is required and bids from non-attending vendors will be considered non-responsive. The contract term covers fiscal years 2026 through 2028, and no subcontractors are permitted.

The document specifies that laboratory samples exceeding the 10-sample annual limit will incur additional analytical charges requiring client approval prior to analysis. The vendor must provide sample bottles for all testing and advise facility personnel on water testing procedures and water treatment chemical specifications; however, Elgin Mental Health Center is responsible for purchasing water treatment chemicals and testing reagents. The facility will conduct routine water analysis as prescribed by the vendor and report results along with chemical dosage data. Additional Legionella or dental unit samples beyond annual requirements must be requested in writing or via electronic mail for approval. Contact information for inquiries is provided through the facility's Chief Engineer, John Wayne, at 847-742-1040 x2093, or Maureen Zamora at 847-742-1040 x2077.
