About this file

This Scope of Services document from the Montana Department of Transportation (MDT) Traffic Data Collection and Analysis Section (TDCA) outlines requirements for creating a Traffic Monitoring Handbook. The project involves developing a comprehensive handbook that documents the state's processes and procedures for adhering to the Federal Highway Administration's (FHWA) Traffic Monitoring Guide (TMG). The handbook will detail three main functions: permanent traffic count site operations, statewide short-duration traffic counts, and data synthesis for internal and external users. The document is expected to be 40-100 pages long, including appendices and tables, and will be delivered in Microsoft Word format with Excel tables and diagrams, along with a hyperlinked HTML version for electronic posting. The project timeline is 6-8 months, with regular review meetings conducted via Zoom or Microsoft Teams.

The contractor will be responsible for creating all diagrams, figures, and details, with MDT providing background documentation and staff availability for process clarification. The handbook will serve multiple audiences, including FHWA requirements, new and existing MDT employees, and public users. While no specific pricing terms are mentioned, the document emphasizes mandatory requirements and notes that failure to meet these requirements will result in proposals being deemed nonresponsive. The contractor must work closely with a designated point person who will facilitate additional information gathering as documentation gaps are identified.

SCOPE OF SERVICES

To enable the State to determine the capabilities of an offeror to perform the services specified in the RFP, the offeror shall respond to the following regarding its ability to meet the State's requirements.

NOTE: Each item must be thoroughly addressed. Offerors taking exception to any requirements listed in this section may be found nonresponsive or be subject to point deductions.

Mandatory Requirements To be eligible for consideration, an offeror shall meet all mandatory requirements noted herein. The State will determine whether an offeror's proposal complies with the requirements. Proposals that fail to meet any mandatory requirements listed in this RFP will be deemed nonresponsive.

The Traffic Data Collection and Analysis Section (TDCA) of the Montana Department of Transportation is looking for solicitations to produce a Traffic Monitoring Handbook.

The Federal Highway Administration requires each state to produce and update a manual or handbook describing the processes and procedures the state uses to adhere to the Traffic Monitoring Guide (TMG) and document any variations.

TDCA has process documents for many individual tasks and a summary of the general functions of the sections. All available documentation will be provided. Additionally, gaps in documentation will inevitably appear, and the consultant will be responsible for contacting a point person who will be responsible for collecting and providing that information. As the handbook is required for all states, other existing handbooks may be used as guides for formatting.

The consultant will submit individual chapters upon completion for review by TDCA staff. Each revision and final draft will also be circulated for review. The text will be submitted in Microsoft Word and Excel format for tables, diagrams, etc. The consultant is responsible for all diagrams, figures and details. The Manuals will be prepared in a fully hyperlinked HTML format ready for electronic posting.

The intended audience of the MDT Traffic Monitoring Handbook will be multifaceted: the handbook is required by FHWA but will also cater to new and existing employees within the section, other employees and managers within MDT, or simply any member of the public who wishes to learn about the practices, procedures, and policies MDT/TDCA uses in the interpretation and implementation of traffic monitoring as outlined in FHWA’s Traffic Monitoring Guidebook (TMG). While MDT follows the guidance of the TMG, the agency has further processes and needs documentation on Montana-specific procedures acquired over several years of state and region-specific traffic data collection.

Provision of Services

The contractor will create a handbook that will outline and detail the processes of the three distinct but inter-related functions of TDCA:

1) the installation, operation, and maintenance of permanent traffic count sites,

2) the statewide collection and compilation of short-duration traffic counts, and

3) the synthesis of all the collected data to create useful information for internal and external data users, including the Federal Highway Administration (FHWA). With appendices and tables/lists of figures, Traffic Monitoring handbooks from other states range from 40-100 pages in length.

The agency (MDT) will provide background documentation and make staff available to answer questions to clarify any questions about processes and policies. Meetings will be held as needed and can be conducted over Zoom or Microsoft Teams.

The time frame of this project is 6-8 months. MDT staff will provide any required documentation for individual processes.
