About this file

This Scope of Services document outlines the mowing and landscaping maintenance requirements for Citrus County, Florida's Zone 2 properties, which are located across Beverly Hills, Lecanto, Floral City, and Inverness. The successful bidder must provide comprehensive grounds maintenance services including mowing at intervals determined by the County Project Manager, string trimming, mechanical edging, shrub and hedge pruning, weed control, debris removal, and litter collection. The County operates approximately nine properties on a 30-visit annual schedule and nine additional properties on a 20-visit annual schedule, with seasonal variations ranging from one to five service visits per month depending on growing conditions. Mowing heights are specified at approximately three inches for Bahia grass, with sharp blades required to ensure clean cuts and mulched clippings that settle into the turf. The contractor must maintain all landscaped areas free of weeds, complete full maintenance cycles including line trimming, edging, blowing, pruning, sweeping, and raking within each service visit, and leave all areas in a neat, finished condition with no debris remaining.

The successful bidder must furnish all labor, supervision, commercial-grade equipment, tools, materials, and supplies at their own expense and maintain adequate backup personnel and replacement equipment to prevent service interruptions. Minimum equipment requirements include commercial-grade zero-turn and walk-behind mowers, string trimmers, edgers, blowers, hedge trimmers, pole pruners, and hand tools. The contractor must submit daily service reports documenting completed work, weekly service summaries, and itemized monthly invoices on or before the tenth of each month, with County payment due within forty-five days of invoice receipt and verification of satisfactorily completed services. The County reserves the right to inspect completed work at any time, and failure to correct deficiencies within three business days of written notification triggers liquidated damages of two times the contract unit price for the first occurrence, with escalating penalties including $500 plus all corrective work costs for subsequent occurrences within six months, and potential contract termination for a third documented occurrence.
