About this file
This is a Scope of Services document for the Illinois Department of Mental Health's Elgin Mental Health Center, which is soliciting bids for institutional water testing and analysis services under Bid Number 26-444DHS-MENTH-B-51584. The vendor will provide comprehensive annual water testing and analysis for multiple facility systems, including steam boiler systems, steam condensate return systems, twelve closed recirculating heating-hot water loops, chilled water loops, glycol testing for five chilled water loops, domestic hot water systems, cold potable water systems including reverse osmosis and softener systems, cooling tower systems, dental unit water lines, and quarterly Legionella testing. The contract requires six bimonthly site visits per fiscal year during FY26-FY27, field testing on site, laboratory analysis not to exceed ten samples per year, written reports after each visit, technical advice on water treatment procedures and chemical specifications, telephone and email consultation, and provision of sample bottles. Additional services include annual testing of five dental unit water output lines for ATP, bacteria, fungi, and Legionella analysis, and quarterly Legionella testing for facility water systems excluding dental units.
The scope of work indicates that Elgin Mental Health Center will be responsible for conducting routine water analysis as prescribed by the vendor, reporting analysis results and chemical dosage data, and submitting water samples for laboratory analysis. Laboratory samples exceeding the ten-sample annual limit will incur additional analytical charges requiring facility approval prior to analysis, with Legionella samples excluded from this limitation. The water treatment chemicals and testing reagents shall be purchased by the facility rather than the vendor. Contract inquiries should be directed to Chief Engineer Brad Carroll at 224-760-0305, Maureen Zamora at 847-742-1040 x2077, or Stacy Fleenor at 847-742-1040 x2081.
