About this file

This is a Scope of Work document for the State of Hawaii outlining maintenance and repair services for the MEDICOM UHF Base Radio Network serving hospital facilities on Hawaii Island. The State seeks a qualified radio communications vendor to provide short-term maintenance and repair services for the existing Motorola XTL-5000 Consolettes, desk sets, power supplies, and associated UHF antennas and feedlines across seven primary hospital locations: Hilo Benioff Medical Center, Queens North Hawaii Community Hospital, Kona Community Hospital, Kohala Hospital, Hale Ho'ola Hamakua, and Ka'u Hospital. The contract term is six months and serves as an interim measure to ensure continuous operation until a long-term modernization effort is implemented. The vendor must maintain all sites in operational condition with 24/7 emergency response capability and meet a 6-hour restoration timeframe for critical outages. The vendor is required to maintain spare equipment on Hawaii County for immediate deployment, including one spare UHF Consolette, one spare desk set, one spare power supply, and one spare UHF base antenna with coaxial line and connectors. Additionally, the vendor must perform one preventive-maintenance inspection during the six-month period to verify transmit/receive power, audio quality, desk-set operation, power-supply voltage conditioning, and antenna/feedline VSWR, with written service reports required for each visit or repair.

The scope does not specify pricing terms, set-aside provisions, or funding sources within the provided document. The equipment is classified as end-of-life and requires ongoing service support and functional replacements to sustain reliability. If existing components cannot be repaired, the vendor may install temporary or functionally equivalent replacements compatible with current MEDICOM frequencies and desk-set interfaces, subject to pre-approval by the contracting agency prior to installation.
