About this file
This Scope of Work document pertains to the City of Plant City, Florida's municipal communication tower generator replacement project funded through FEMA. The project requires a qualified contractor to furnish and install a complete standby power system, including a 14 kW EPA-certified diesel generator rated at 1.0 power factor and 60 Hz for single-phase 120/240V operation. The generator must be factory-assembled, weatherproof, and sound-attenuated for outdoor installation, accompanied by a subbase fuel tank sized for minimum 48-hour runtime. Additional deliverables include an Automatic Transfer Switch sized for the generator and tower electrical load, all conduit, conductors, grounding, and terminations between the generator, ATS, and existing main distribution panel, a reinforced concrete generator pad constructed per structural specifications, factory-authorized startup services, and onsite load bank testing to verify generator capacity and performance. The contractor must minimize downtime during the transition from the existing to the new generator, with any required downtime not to exceed 12 hours, and must restore all disturbed surfaces and leave the site in clean condition upon completion.
The contractor shall provide all manufacturer-required accessories including battery, battery charger, block heater, vibration isolators, and control panel, along with a sound-attenuated enclosure meeting applicable noise-reduction requirements. All work must comply with NEC Article 250 for equipment grounding and bonding. The contractor shall submit complete test results and commissioning documentation and provide a minimum one-year manufacturer's warranty along with all Operations and Maintenance manuals, wiring diagrams, startup reports, and warranty documentation. This critical project maintains uninterrupted backup power to essential utility infrastructure, including the Water Reclamation Facility, Water Treatment Plant South, and all lift stations throughout the City, ensuring continuous operation during power outages and emergency events.
