About this file
This document is a Scope of Work for a housing repair project issued by the Escambia County Neighborhood Enterprise Division (NED) for a residential property located at 1612 Lepley Rd. in Pensacola, Florida. The project involves rehabilitating an owner-occupied, single-family residence to improve safety, energy efficiency, and accessibility, with a mandatory on-site walk-through scheduled for September 26, 2025, and quotes due by October 1, 2025. The scope of work includes comprehensive roofing repairs and electrical system upgrades, with a 60-day completion timeline and liquidated damages of $150 per day for exceeding the contract period.
The project will be funded through the SHIP (State Housing Initiatives Partnership) Housing Repair Program, with no federal funding involved. The total project budget is not explicitly stated, but payments will be structured as a lump sum for bids under $15,000, with milestone-based payments for larger projects. Contractors must meet specific licensing, insurance, and certification requirements, including current W9, workers' compensation, liability insurance, and EPA RRP certifications. Bidders must submit quotes through the OpenGov portal, with the county reserving the right to award the contract to the lowest, most responsive, and most responsible bidder, and potentially adjusting scope to maintain budgetary restrictions.
