About this file

This is Addendum #3 to the bid documents for the North Carolina Department of Public Safety's Perquimans Kitchen Hood Replacement project (SCO ID# 26-31385-01A), issued August 18, 2026, containing responses to contractor questions submitted during the bidding period. The project scope includes replacement of a kitchen grease exhaust hood, rooftop exhaust fan, and rooftop makeup air unit at a state-owned juvenile justice facility. The addendum clarifies critical project parameters including a firm 14-day active construction period that can be scheduled within an overall 90-day contract duration, with the 14-day window beginning when the kitchen is made fully available to the contractor and the schedule subject to facility approval at least 7 days prior. The Notice to Proceed will be issued following execution of the construction contract and a mutually agreed pre-construction meeting.

Key clarifications address operational responsibilities and cost allocation: the Owner assumes responsibility for temporary kitchen and food service arrangements during the 14-day shutdown; no dedicated job trailer is required; no permits or inspection fees apply as this is a state-owned building; no Davis-Bacon or prevailing wage requirements apply as there are no federal funds involved; and hazardous materials testing and abatement will be handled by the Owner or change order if encountered, though none are anticipated given the building's 1997 construction date. The contractor is responsible for moving, protecting, storing, and reinstalling a center table and hanging rack, and must provide a 20-year manufacturer's warranty only for new roofing tie-ins to the existing original roof, which is no longer under warranty. The existing fire alarm system is a Honeywell S3 Series. As of July 10, 2026, HUB minority business documentation is no longer required per the Notice to Bidders.

ADDENDUM #3: Responses to Questions

August 18, 2026

Below is a list of questions received from Contractors during the bidding period for the Perquimans Project. RVE responses are given in red.

1. Minority Business / HUB Forms

The Notice to Bidders says that as of July 10, 2026 HUB documentation is no longer required, but the Project Manual still references the 10% minority business goal and requires the Minority Business Participation Form and Affidavit A or B with the bid. Can you confirm what minority/HUB forms, if any, we are required to submit with the bid?

Section 26 of the General Conditions of the Contract can be disregarded. See more information on the SCO website:

https://www.doa.nc.gov/divisions/small-business-enterprise-program

2. Permit / Inspection Fees

Can you confirm what permits are required for this project and whether the GC is responsible for obtaining and paying for any building, SCO, Fire Marshal, fire suppression, electrical, mechanical, or other permit/inspection fees? If there are fees we need to carry, please provide the applicable costs.

Since this is a State-owned building, no permits will be required, and no inspection fees apply.

3. Existing Roof / Roofing Warranty

Section 07 5130 calls for a 20-year manufacturer’s roofing warranty and includes the tie-in between the new and existing roofing. Can you confirm the manufacturer and warranty status of the existing roof?

Also, is the intent for the Contractor to provide the 20-year warranty only on the new/modified roofing associated with this project? If there is an existing roof warranty that needs to be maintained, please provide that information and any requirements we need to be aware of.

The warranty called for in Section 07 5130 refers only to the tie-in between the new and existing roof.

The existing roof is original to the building and is no longer under warranty. The manufacturer is unknown.

4. Existing Fire Alarm System

Can you provide the manufacturer and model of the existing fire alarm control panel that the new hood system is tying into? Also, does NCDPS have a required or preferred fire alarm contractor/vendor?

Honeywell S3 Series. See photos below for contact information of current fire alarm vendor.

5. Hazardous Materials

Has an asbestos, lead, or other hazardous materials survey been completed for the areas affected by the hood, ductwork, ceiling, and roofing demolition? If so, please provide the report. Also, if unforeseen hazardous materials are encountered, please confirm that testing and abatement would be handled by the Owner or by change order and are not expected to be included in our bid.

The building was originally constructed in 1997, so no hazardous materials such as asbestos or lead are expected. If hazardous materials are encountered, testing and abatement would be handled by the Owner or by change order and are not expected to be included in a Contractor’s bid.

6. Job Trailer / Field Office

Section 01 5000 references a field office if needed, and the pre-bid minutes state that a trailer or storage container may be placed in the sallyport area. Can you confirm if a dedicated job trailer/field office is required?

No dedicated job trailer/field office is required. Contractor may park a construction trailer or storage container at the site as indicated.

7. Notice to Proceed / 14-Day Construction Window

Can you provide the anticipated Notice to Proceed date and the anticipated window for the 14-day active construction period? The pre-bid minutes state that the 90-day overall duration may be adjusted if needed, but the 14-day active construction period is firm. Please confirm that the 14-day active construction period will be coordinated around approved submittals, equipment lead times, and delivery of the hood, exhaust fan, and makeup air unit.

Please clarify what activities are considered part of the 14-day active construction period versus the overall 90-day contract duration. Is the intent that the 14-day period begins when the kitchen is shut down and made fully available to the Contractor?

Once the Construction Contract has been fully executed with the Contractor, a date for the Pre- Construction Meeting can be set that is mutually agreeable to the Owner, Contractor and Designer. The Notice to Proceed can be issued following this meeting.

The 14-day active construction period can be selected by the Contractor within the 90-day overall duration. This 14-day window does not have to be defined at the Pre-Construction meeting, and can be adjusted as needed to account for submittals, lead times, and deliveries. The schedule of the 14-day period must be approved by the facility at least 7 days prior.

The 14-day period will begin on the day that the kitchen is made fully available to the Contractor. The site staff will be responsible for shutting down the kitchen prior to that date.

8. Temporary Kitchen / Food Service

Please confirm that the Owner will be responsible for any temporary kitchen or food service arrangements needed during the 14-day kitchen shutdown and that the GC is not expected to provide temporary cooking equipment, temporary exhaust, or other temporary food service facilities.

The Owner will be responsible for any temporary kitchen or food service arrangements needed during the 14-day kitchen shutdown and the Contractor is not expected to provide temporary cooking equipment, temporary exhaust, or other temporary food service facilities. Owner may continue to access the kitchen for ice or other incidentals during the 14-day period.

9. Existing Kitchen Equipment

The pre-bid minutes state that facility staff will remove as much kitchen equipment and supplies as possible before construction starts. Can you confirm whether there is any kitchen equipment the GC will be responsible for moving, protecting, storing, or reinstalling?

The Contractor will be responsible for moving, protecting, storing, and reinstalling the following equipment:

• Table in center of kitchen

• Hanging rack above the table

10. Davis-Bacon / Prevailing Wage

Please confirm if this project is subject to Davis-Bacon or any other prevailing wage requirements. If so, please provide the applicable wage determination.

There are no federal funds involved in the project, thus Davis-Bacon does not apply.
