About this file

This is Addendum No. 2 to a sealed bid solicitation issued by the North Carolina Department of Adult Correction, Central Engineering, for fire alarm system replacement at Alexander Correctional Institution located at 633 Old Landfill Road in Taylorsville, North Carolina. The addendum addresses questions raised during the pre-bid conference held on August 13, 2026, and provides clarifications binding to all bidders. Key clarifications include: the designated safety officer does not need to remain onsite throughout the project but must be listed for contact purposes; no current service agreements or ongoing projects involve contractors present at the mandatory site walk; HUB documentation requirements have been eliminated and should be disregarded; all demolished devices must be disposed of by the contractor; Schneider Electric currently maintains the existing fire alarm system; the facility will remain under continuous fire watch during construction; and the current fire alarm system is Class A. The contract is referenced as Job Order No. 4899, Contract No. C11873, with a projected completion date of August 20, 2026.

This addendum clarifies project requirements without introducing new pricing terms, set-asides, or funding modifications. Bidders are required to acknowledge receipt of this addendum on the signature page of their proposal forms, with failure to do so potentially resulting in disqualification. The addendum reinforces that this document is made part of the binding bid documents and contractual agreement between the bidder and the North Carolina Department of Adult Correction.

Addendum No. 02

A. Additional Project Information:

This addendum is being issued in response to questions that have developed since the pre-bid conference held 8/13/2026. This addendum is hereby made part of the bid documents and will be binding under the contractual agreement entered into between the bidder and the North Carolina Department of Adult

Correction, Central Engineering. Acknowledge receipt of this Addendum in the space provided on the bottom of the signature page of the Form of Proposal. Failure to do so may subject the Bidder to disqualification.

B. 1 page of Questions and Responses:

Questions / Comments: Answers / Clarifications:

1. Does this safety officer need to be onsite for the entire project? Or do we just need to provide the safety officers’ name and contact info?

The safety officer will be listed for contact purposes, they do not have to remain onsite.

2. Are there any current service agreements or upcoming projects going on at Alexander

Correctional involving any of the contractors at the mandatory site walk?

None of the contractors onsite are affiliated with ongoing projects or service agreements.

3. On the cover page of the project manual, it says Addendum 1 – Revised – Deleted HUB forms and HUB requirements. However, Addendum 1 states to complete and include

Affidavit A or B. Please confirm HUB is not required to be submitted with the Bid.

There are no HUB requirements for this project, any mention of HUB documentation should be disregarded. The front page of the project manual was an oversight; it was an internal note that the manual had been revised.

4. Are existing components going to be kept by the facility, or disposed of by the contractor?

All demoed devices should be disposed by the contractor.

5. Who is contracted to maintain the current system?

Schneider Electric

6. Is the facility in fire watch? No, all areas under construction will remain in fire watch as work continues.

7. What class is the current FA system? Class A
