About this file

This Addendum 1 document, issued by the North Carolina Department of Natural and Cultural Resources for the Bentonville Battlefield Maintenance Facility project (SCO ID# 25-29190-01A), provides clarifications and responses to contractor questions regarding the construction of a new pre-engineered maintenance facility at the historic site located in Four Oaks, North Carolina. The project requires completion within 120 calendar days from the date of Notice to Proceed, with liquidated damages set at $500 per day. The contract is subject to full oversight by the State Construction Office (SCO), requiring comprehensive inspections including structural, electrical, and final inspections. The addendum clarifies that the project involves two alternates: Alternate 1 consists of removing the existing concrete pad and replacing it with asphalt paving, and Alternate 2 involves removing stumps adjacent to the existing concrete pad. Contractors must clear and remove all trees, shrubs, and vegetation within five feet of the existing maintenance yard fence. Weekend and after-hours work are permitted. A site visit is available by coordinating with Leigha Jones at Leigha.Jones@rve.com. The original bid was rejected because base bids exceeded budget, and the project was re-bid with Revision 1 incorporating clouded and labeled revisions to the construction documents.

Pricing is structured as a lump sum proposal with a 5% bid deposit or bond required at submission, and performance and payment bonds of 100% of the contract price required upon award. Monthly payment estimates will be made at 95% with final payment upon completion and acceptance. Minority Business Enterprise (MBE) forms and documentation previously required have been eliminated. The contractor is responsible for all demolition material removal and disposal costs. Utility coordination is required with Duke Energy for electrical service (240/120V - 1PH - 400 amps), with the contractor providing conductors, conduit, trenching, and pull rope while Duke Energy provides the underground electrical connection. The Johnston County Water Department will install the water tap and meter at the owner's expense. Any unforeseen conditions, such as unsuitable soils or rock, will be negotiated as unit prices. The historic site will remain open to visitors during construction with no restrictions on work hours or days, though staging must remain within the Line of Disturbance.
