This document is a scope of work specification prepared by the Tennessee Department of Correction (TDOC) for repairs to a sinkhole located at South Central Correctional Facility (SCCF) in Wayne County, Tennessee, at 555 Forest Avenue, Clifton, TN 38425. The project requires a licensed Tennessee general contractor to excavate, backfill, and restore the sinkhole area to stabilize ground conditions and restore proper grade and drainage. The work encompasses erosion control measures including silt fencing installation and maintenance, utility location and coordination per 811 One Call system requirements, excavation of unstable material to a minimum depth of twelve feet or until competent subgrade is reached (with potential extension beyond twelve feet with written approval), installation of geotextile fabric and four to twelve-inch diameter filter rock backfill, placement and compaction of clean soil in eight-inch lifts to achieve ninety-five percent maximum dry density per ASTM D698, site restoration with seed and straw mulch, and a final inspection with facility management. The anticipated excavation area is approximately eight hundred square feet. Work shall be performed Monday through Friday, 8:00 A.M. to 4:00 P.M. CST, excluding state holidays. Contractors are strongly encouraged to conduct pre-bid site visits by contacting the facility managers at the provided contact information.
The contractor must include all material, equipment, labor, freight charges (F.O.B. Destination), and specialized equipment expenses in the bid price, with the state bearing no responsibility for additional costs. All contractor personnel, including employees and delivery drivers, are subject to background checks conducted by the National Crime Information Center (NCIC) prior to site access, with a minimum seven-day processing period anticipated. The project is located at a correctional institution and requires strict adherence to TDOC security policies including searches of all personnel and equipment upon entry and exit, prohibition of drugs, alcohol, firearms, weapons, and explosives, mandatory tool documentation and inventory, restricted cellular telephone usage requiring warden approval, and compliance with the facility's tobacco-free policy. 3. Before beginning any mechanical excavation or grading operations and where utilities are suspected within or directly adjacent to the work zone, Contractor shall utilize hydrovac excavation, or other State approved non-destructive method(s), to create a test area and to verify the exact horizontal and vertical location of all existing utilities or potential obstructions in the designated work zone(s). Each test area shall be a minimum of three (3) feet by three (3) feet in plain dimensions, and shall be performed at all proposed pipe crossings, trench alignments, and other points of potential conflict.
