About this file
This Statement of Requirements details the procurement of a 5,000-gallon Self-Contained Aboveground Tank (SCAT) for Joint Base Langley-Eustis in Virginia. The requirement is for a new, double-walled, skid-mounted tank with specific technical specifications, including a UL-142 and STI F-921 rating, single-phase self-priming centrifugal pump, and 100 feet of 1.5-inch hose reel. The tank must have multiple safety features such as emergency vents, interstitial monitoring, high liquid level alarm, and anti-siphon device, and must be coated in Langley "Beige" with interior coating compatible with jet fuel.
The tank will replace an existing 1,000-gallon SCAT and will be installed by the 633d Civil Engineer Squadron. It is designed for direct defueling of contaminated fuel from 1st FW aircraft, with no additional infrastructure improvements required. The pump must be rated for a minimum of 60 gallons per minute, have explosion-proof electrical connections, and include various components like a basket strainer, pressure relief valves, and a clock level gauge. The primary point of contact is Craig Gooden (Contract Specialist) at 757-764-4924, with the contracting office located at 633rd CONS/PKA – Langley AFB.

STATEMENT OF REQUIREMENTS
5000 Gallon Self Contained Aboveground Tank
SECTION 1: REQUIREMENT INFORMATION
REQUIREMENT DESCRIPTION: The supplier shall furnish a new 5000-gallon double-walled self-contained aboveground tank (SCAT), electric single phase self-priming centrifugal pump, basket strainer, cla-val single point nozzle, no less than 100’ of 1 1/2" hose reel and all associated hardware to enable defueling of aircraft enroute to maintenance. SCAT skid unit shall be complete at delivery time.
SECTION 2: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS GENERAL
REQUIREMENTS: The tank shall be delivered to Joint Base Langley – Eustis, Virgina. The Contractor is responsible for supplying a complete and usable 5000-Gal SCAT to be installed by 633d Civil Engineer Squadron replacing existing 1000-Gal SCAT. The existing infrastructure is sufficient to support the 5,000-gallon SCAT, with single phase power already available at the proposed location. Therefore, no infrastructure improvements are required. The existing site supports direct defueling of contaminated fuel from 1st FW aircraft into the SCAT, therefore no site improvements are required. The SCAT must meet all base and Unified Facilities Criteria (UFC) requirements and is suitable for the local environmental conditions.
SPECIFIC REQUIREMENTS:
- Provide a new UL-142 and STI F-921 rated double-walled skid-mounted SCAT. Tank shall include primary emergency vent, secondary emergency vent, and atmospheric vent capable of allowing the tank to be emptied at 200 gallons per minute. The tank exterior shall be coated with a sacrificial corrosion preventative (zinc) as well as 2 layers of protective coating (epoxy, polyurethane). Tank exterior color must be Langley “Beige” per (color code BX 2Y +32, CX 2Y +16, FX 3Y +22, WX 1Y +32). Tank interior must include coating material compatible for jet fuel to prevent corrosion due to humidity concerns. The tank must be equipped with a fill connection fixed overfill spill containment buck capable of containing at least 10 gallons. The tank must be equipped with an interstitial monitoring system enabling an observer from the outside of the tank to detect fuel leaks or water accumulation in the interstitial tank space. The tank shall be equipped with an anti- siphon device. The tank must have a high liquid level alarm with a signal that sounds in a manner immediately recognizable by the person conducting the fuel transfer when the tank reaches 90% full. The tank shall be labeled in accordance with MIL STD 161G, NFPA 30 21.7.2, NFPA 704, UFC 3-600, and UFC 3-460.
Joint Base Langley – Eustis, VA
- Defueling Pump and Equipment: The tank skid must be equipped with a single phase self priming centrifugal pump rated for a minimum of 60 gallons per minute and an electric rewind hose reel with no less than 100 feet of 1.5 inch certified fuel hose. The hose type and end connector shall be terminated 1.5 MNPT adapted to 3” cla-val single point fueling nozzle. A secondary 1.5 inch inlet with isolation valve prior to basket strainer shall be provided with a 1.5 inch male camlock and cap.
Equipped with additional 25 foot 1.5 inch M/F camlock refueling hose. The pump shall be piped to provide fuel flow into the tank from the hose reel. The pump shall be activated by an ON/OFF switch with an automatic shutoff at 95% tank capacity. A level indicating device shall be installed observable by the operator in order to monitor tank level. All electrical equipment connections and wiring shall be rated explosion proof. The tank-to- pump-to-reel connections shall be piped with stainless steel or suitable substitute, fill limiter with drop tube, isolation valves for tank and pump, basket strainer, pressure relief valves, and clock level gauge.
