About this file

This is a Statement of Work (SOW) for scaffolding services at the U.S. Embassy in Mexico City, issued by the Facility Management Office on June 10, 2026, under purchase request PR16070019.

The Government requires a complete modular multidirectional scaffolding system suitable for preventive maintenance activities at cooling tower equipment. The system must meet specific dimensional and safety requirements: approximately 0.8–1.1 meters wide by 1.80 meters long per module, with a total working length of approximately 20 meters (not less than 20 meters unless approved), a working height of approximately 10 meters, and four working/support levels with metallic decking or non-slip platforms. The system must include internal stairs with hatch access, perimeter guardrails, toe boards, intermediate and end rails, adjustable base plates for leveling, and all safety accessories. All components must be new, serviceable, free from defects or damage, and suitable for exterior use with corrosion-resistant materials. The Contractor must provide a layout drawing showing the proposed configuration, a complete component list, manufacturer technical data, assembly instructions, load capacity information, and safety documentation consistent with ANSI/ASSP A10.8-2019 scaffolding safety standards and applicable local regulations. Delivery shall be coordinated with GSO and FAC at the U.S. Embassy in Mexico City or the National Engineering Complex (NEC). The Contractor must provide a minimum 12-month warranty covering defects in materials and workmanship from the date of Government acceptance, with repair or replacement of defective components at no additional cost, excluding defects caused by misuse, modification, or unauthorized use. All missing, damaged, or non-compliant components must be replaced by the Contractor at no additional cost to the Government. This requirement is open to competition and does not mandate a specific brand or manufacturer, provided the proposed system meets or exceeds all stated technical and safety requirements.

A. DEFINITIONS

Government means the United States Government and its authorized representatives.

Contractor means the company awarded the contract to provide the materials, services, documentation, delivery, and warranty required under this Statement of Work.

Modular Scaffolding System means a multidirectional scaffolding system, or equivalent, composed of modular structural components, platforms, stairs, guardrails, bases, connectors, and accessories required to provide safe working access.

Cooling Tower PM means preventive maintenance activities performed on the cooling towers and related equipment, including inspection, cleaning, service access, and operational support activities.

Complete System means all scaffolding components and accessories required to provide the specified dimensions, access, working platforms, safety protections, and leveling capability described in this Statement of Work.

B. INTRODUCTION

The Government requires a complete modular scaffolding system to support preventive maintenance activities at the cooling tower area. The system shall provide safe access for maintenance personnel and shall be suitable for exterior mechanical equipment areas.

This requirement is intended for open competition. The Government is not requiring a specific brand, manufacturer, or proprietary system. Any proposed product shall meet or exceed the minimum technical, safety, dimensional, and documentation requirements described in this Statement of Work.

C. BACKGROUND

The cooling towers require periodic preventive maintenance to ensure reliable operation, proper heat rejection, equipment protection, and continuity of facility operations. Due to the height, location, and configuration of the cooling tower equipment, a properly designed scaffolding system is required to provide safe access for maintenance work.

The scaffolding system shall be used to support access around the cooling tower maintenance area.

D. TECHNICAL REQUIREMENTS/TASKS

The Contractor shall furnish and deliver a complete modular multidirectional scaffolding system, or equivalent, suitable for use in an exterior mechanical equipment area.

The scaffolding system shall meet the following minimum requirements:

a. The system shall be modular, multidirectional, or equivalent, and suitable for repeated assembly, disassembly, and maintenance access activities.

b. The system shall have an approximate section/module configuration of 0.8-1.1 meters wide by 1.80 meters long, or an equivalent configuration capable of providing the required access and stability.

c. The total required working length shall be approximately 20 meters. If standard modular dimensions do not allow exactly 20.0 meters, the proposed configuration shall provide the closest practical equivalent and shall not be less than 20 meters unless accepted by the Government.

d. The system shall provide an approximate working height of 10 meters.

e. The system shall include internal stairs with hatch access, or an equivalent internal access system, to allow safe movement between levels.

f. The system shall include four working/support levels with metallic decking or equivalent non-slip working platforms.

g. The system shall include perimeter guardrails at working levels for personnel safety.

h. The system shall include toe boards, intermediate rails, end rails, braces, connectors, pins, locking devices, and all other safety accessories required for a complete and safe installation.

i. The system shall include adjustable base plates, leveling bases, or equivalent components suitable for field leveling and stable support.

j. The system shall be suitable for exterior use and shall include corrosion-resistant materials, coatings, or finishes appropriate for outdoor service.

k. The system shall be capable of supporting normal maintenance activities associated with cooling tower preventive maintenance, including personnel, tools, and routine maintenance materials.

l. The Contractor shall provide a layout drawing, sketch, or technical configuration showing the proposed scaffolding arrangement, including approximate length, width, height, access stairs, working levels, platforms, and guardrails.

m. The Contractor shall provide a complete component list identifying the type and quantity of materials included.

n. The Contractor shall provide manufacturer technical data, assembly instructions, load capacity information, and safety documentation for the proposed system.

o. All components shall be new and in serviceable condition, free from defects, corrosion, deformation, cracks, missing parts, or damage that could affect safe use.

p. The system shall be delivered complete. Missing, damaged, defective, or non-compliant components shall be replaced by the Contractor at no additional cost to the Government.

E. DELIVERY TIME AND LOCATIONS

Delivery to the US Embassy in Mexico City or NEC, shall be coordinated with GSO and FAC.

F. APPLICABLE STANDARDS

The scaffolding system shall comply with applicable local safety regulations and recognized industry safety practices for scaffolding systems.

As applicable, the Contractor shall provide a scaffolding system consistent with the safety principles and requirements of ANSI/ASSP A10.8-2019, “Scaffolding Safety Requirements”

The Contractor shall also comply with all applicable manufacturer instructions, assembly procedures, load limitations, and inspection requirements for the proposed scaffolding system.

If there is a conflict between applicable standards, manufacturer requirements, or this Statement of Work, the Contractor shall notify the Government in writing before delivery and shall apply the requirement that provides the higher level of safety and compliance, unless otherwise directed by the Contracting Officer.

G. WARRANTY

The Contractor shall provide a warranty for the supplied scaffolding system and its components.

The warranty shall cover defects in materials, workmanship, and manufacturing for a minimum period of 12 months from the date of Government acceptance, unless a longer manufacturer warranty is provided.

The Contractor shall repair or replace defective components identified during the warranty period at no additional cost to the Government, provided the defect is not caused by misuse, unauthorized modification, accident, or use outside the manufacturer’s instructions.

The Contractor shall provide written warranty documentation identifying the warranty period, coverage, exclusions, claim procedure, and contact information for warranty support.

Warranty service shall include technical support for identifying defective or non-compliant components and coordinating replacement parts when required.
