DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
I. Scope of Services
A. This Statement of Work establishes the requirements for the supply of a complete modular scaffolding system to support preventive maintenance activities on the New Embassy Compound Facilities located at Mexico City.
B. This is a firm-fixed price type of purchase order.
C. The prices listed below shall include all labor, tools, materials and all the necessary to deliver the required final results on the agreed date and location specified in Section A of this document.
D. Local (Mexican) offerors shall submit pricing in Mexican Pesos, as payment will be made in Mexican Pesos at a Mexican bank. U.S.
firms are eligible to be paid in U.S. Dollars and must submit their offers in U.S. Dollars. A U.S. firm is defined as a company incorporated under the laws of a state within the United States and its Territories.
Local companies may also be paid in U.S. Dollars, provided they maintain a U.S. Dollar bank account at a Mexican bank. All offerors must ensure their pricing submissions align with these requirements to facilitate accurate payment processing.
E. Value Added Tax (VAT) for offers submitted by local (Mexican) offerors, either in U.S. Dollars or in Mexican Pesos, is not included in line-item rates. Instead, it will be priced as a separate amount in the contract and on the invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion.
For U.S. firms, this rate is not applicable; therefore, it shall not be included in U.S. firms rates or invoices.

II. Description of Items and Service – General Specifications
A. General
The Government requires a complete modular scaffolding system to support preventive maintenance activities at the Cooling Tower area. The system shall provide safe access for maintenance personnel and shall be suitable for exterior mechanical equipment areas.
This requirement is intended for open competition. The Government is not requiring a specific brand, manufacturer, or proprietary system. Any proposed product shall meet or exceed the minimum technical, safety, dimensional, and documentation requirements described in this Statement of Work.
B. Background
The Cooling Towers require periodic preventive maintenance to ensure reliable operation, proper heat rejection, equipment protection, and continuity of facility operations. Due to the height, location, and configuration of the Cooling Tower equipment, a properly designed scaffolding system is required to provide safe access for maintenance work.
The scaffolding system shall be used to support access around the Cooling Tower maintenance area.
III. Requirements
A. Technical Requirements / Specific Requirements
The Contractor shall furnish and deliver a complete modular multidirectional scaffolding system, or equivalent, suitable for use in an exterior mechanical equipment area.
The scaffolding system shall meet the following minimum requirements:
1) The system shall be modular, multidirectional, or equivalent, and suitable for repeated assembly, disassembly, and maintenance access activities.
2) The system shall have an approximate section/module configuration of 0.8-1.1 meters wide by 1.80 meters long, or an equivalent configuration capable of providing the required access and stability.
3) The total required working length shall be approximately 20 meters. If standard modular dimensions do not allow exactly 20.0 meters, the proposed configuration shall provide the closest practical equivalent and shall not be less than 20 meters unless accepted by the Government.
4) The system shall provide an approximate working height of 10 meters.
5) The system shall include internal stairs with hatch access, or an equivalent internal access system, to allow safe movement between levels.
6) The system shall include four working/support levels with metallic decking or equivalent non-slip working platforms.
7) The system shall include perimeter guardrails at working levels for personnel safety.
8) The system shall include toe boards, intermediate rails, end rails, braces, connectors, pins, locking devices, and all other safety accessories required for complete and safe installation.
9) The system shall include adjustable base plates, leveling bases, or equivalent components suitable for field leveling and stable support.
10) The system shall be suitable for exterior use and shall include corrosion-resistant materials, coatings, or finishes appropriate for outdoor service.
11) The system shall be capable of supporting normal maintenance activities associated with cooling tower preventive maintenance, including personnel, tools, and routine maintenance materials.
12) The Contractor shall provide a layout drawing, sketch, or technical configuration showing the proposed scaffolding arrangement, including approximate length, width, height, access stairs, working levels, platforms, and guardrails.
13) The Contractor shall provide a complete component list identifying the type and quantity of materials included.
14) The Contractor shall provide manufacturer technical data, assembly instructions, load capacity information, and safety documentation for the proposed system.
15) All components shall be new and in serviceable condition, free from defects, corrosion, deformation, cracks, missing parts, or damage that could affect safe use.
16) The system shall be delivered completely. Missing, damaged, defective, or non-compliant components shall be replaced by the Contractor at no additional cost to the Government.
IV. Delivery Time and Locations
For Local (Mexican) offerors the delivery will be at the U.S. Embassy in Mexico City located at Presa Angostura 225, Col. Irrigación, Miguel Hidalgo, 11500, Ciudad de México, CDMX.
International and U.S.. suppliers shall send all the components of the modular scaffolding system into one single consolidated shipment to U.S. logistics Center, located at 225 South Vermillion Ave. Unit 90, Brownsville, Texas 78521.
General Services Office (GSO) should coordinate with U.S. Logistics Center to ensure all the spare parts are sent to the New Embassy Compound in a single shipment.
V. Applicable Standards
The scaffolding system shall comply with applicable local safety regulations and recognized industry safety practices for scaffolding systems.
As applicable, the Contractor shall provide a scaffolding system consistent with the safety principles and requirements of ANSI/ASSP A10.8-2019, “Scaffolding Safety Requirements”
The Contractor shall also comply with all applicable manufacturer instructions, assembly procedures, load limitations, and inspection requirements for the proposed scaffolding system.
If there is a conflict between applicable standards, manufacturer requirements, or this Statement of Work, the Contractor shall notify the Government in writing before delivery and shall apply the requirement that provides the higher level of safety and compliance, unless otherwise directed by the Contracting Officer.
VI. Warranty
The Contractor shall provide a warranty for the supplied scaffolding system and its components.
The warranty shall cover defects in materials, workmanship, and manufacturing for a minimum period of 12 months from the date of Government acceptance, unless a longer manufacturer warranty is provided.
The Contractor shall repair or replace defective components identified during the warranty period at no additional cost to the Government, provided the defect is not caused by misuse, unauthorized modification, accident, or use outside the manufacturer’s instructions.
The Contractor shall provide written warranty documentation identifying the warranty period, coverage, exclusions, claim procedure, and contact information for warranty support.
Warranty service shall include technical support for identifying defective or non-compliant components and coordinating replacement parts when required.
VII. Proposals Deadline
Prospective offerors should send their proposals at MexicoCityGSOSolicitations@groups.state.gov no later than August 24th at 12:00 p.m. Local Time (Mexico City).

SECTION 3
52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES (NOV 2025)
(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—
(1) The solicitation number;
(2) The name, address, telephone number of the Offeror;
(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.
(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors.
Therefore, the Offeror’s initial offer should contain the Offeror’s best terms.
However, the Government reserves the right to conduct discussions, if necessary.
The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a post-award debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
(End of provision)
SECTION 4
EVALUATION FACTORS
52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (NOV 2025)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors will be used to evaluate offers:
1. Technically Acceptable Quote to include:
• Standard Form (SF-18)
• Pricing table in section 1
• A completed Section 4 – Representations and Certifications:
Information demonstrating the offeror’s/quoter’s ability to perform, including:
(1) Name of a Project Manager (or other liaison to the U.S.
Embassy/Consulate) who understands written and spoken English;
(2) Evidence that the offeror/quoter operates an established business with a permanent address and telephone listing;
(3) Quotation must be valid and spaces granted for 30 days (after the due date of the announcement).
(4) Manufacturer technical data, assembly instructions, load capacity information and safety documentation.
(5) Layout drawing, sketch, or technical configuration showing the proposed scaffolding arrangement, including approximate length, width, height, access stairs, working levels, platforms, and guardrails.
The Government will use past performance information primarily to assess an offeror’s capability to meet the solicitation performance requirements, including the relevance and successful performance of the offeror’s work experience. The Government may also use this data to evaluate the credibility of the offeror’s proposal. In addition, the Contracting Officer may use past performance information in making a determination of responsibility.
• Vendor Registration form – Attachment C / Attachment D /Attachment E.
• SAM Registration – Attachment F.
• All proposals and documents must be in English.
2. Price
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
