About this file
This is a Statement of Work (SOW) for the manufacturing and supply of stator cores for small brushless DC motors used in Unmanned Aircraft Systems (sUAS) applications. Tobyhanna Army Depot is the contracting entity requiring the production of critical motor components to support rapid sUAS production demands.
The contractor must manufacture stacked and bonded lamination stator core assemblies for outrunner brushless DC motors with the following specifications: stator diameter of 22mm to 35mm, stator height of 6mm to 20mm, 12 coil node configuration, and epoxy powder coat insulation applied to coil nodes. The insulation must prevent grounding, resist environmental degradation, and ensure reliability under standard sUAS operations. The contractor must maintain production capacity of up to 40,000 stator core units per month while implementing stringent quality control standards and demonstrating a credible, verified path to achieving maximum production capacity without degrading part quality. All materials must be sourced exclusively from non-prohibited foreign countries, with specific restrictions prohibiting sourcing from the People's Republic of China, the Russian Federation, the Islamic Republic of Iran, and the Democratic People's Republic of Korea. The contractor is responsible for enforcing these sourcing restrictions throughout their entire lower-tier supply chain and subcontractors. Engineering drawings will be provided by the Government upon contract award or request. Government points of contact include Lead Mechanical Engineer Nicholas Paras, TYAD UAS Project Manager AJ Ceccacci, Lead Electrical Engineer Corey Katsak, and Logistics Management Specialist Steven Wiltz.

STATEMENT OF WORK (SOW)
Manufacturing and Supply of Stator Cores for Small Brushless DC Motors (sUAS Application)
1.0 BACKGROUND AND SCOPE
The Tobyhanna Army Depot requires the manufacturing and supply of critical Unmanned Aircraft Systems (sUAS) motor components. The Contractor shall provide the necessary labor, materials, facilities, and quality control to manufacture stacked and insulated stator core assemblies designed for outrunner brushless Direct Current (DC) motors. These components are essential to support rapid sUAS production demands for the Government. The scope of this effort includes scaling production to meet high-volume delivery requirements while adhering to strict domestic manufacturing and sourcing regulations.
2.0 TECHNICAL REQUIREMENTS
The Contractor shall manufacture, test, and supply stator cores that meet the exact technical parameters outlined below. Engineering drawings will be provided by the Government upon contract award or request.
Parameter Specification Requirement
Motor Design Outrunner Brushless DC Motor (stator fixed, permanent magnet rotor spins on the outside)
Stator Diameter 22mm to 35mm
Stator Height 6mm to 20mm
Configuration 12 coil nodes
Assembly Type Stacked and bonded lamination cores
Insulation Epoxy powder coat (or approved equivalent durable insulation) applied to coil nodes
Insulation Performance
Must prevent grounding, resist environmental degradation, and ensure reliability under standard sUAS operations
3.0 PRODUCTION AND CAPACITY REQUIREMENTS
The Contractor must maintain the facilities, supply chain, and workforce necessary to meet the high-volume production needs of the sUAS program.
Production Element
Requirement
Monthly Capacity
Up to 40,000 stator core units per month
Quality Control Must implement and maintain stringent quality control standards applicable to high-volume sUAS component manufacturing
Scaling Must demonstrate a credible, verified path to achieving maximum production capacity without degradation of part quality
4.0 SOURCING AND SECURITY COMPLIANCE
The Contractor shall strictly adhere to the following supply chain and sourcing constraints for all materials utilized under this SOW.
Compliance Area Restriction Details
Prohibited Foreign Sources
All materials used in components must not be sourced from prohibited foreign countries.
Restricted Nations The People’s Republic of China, the Russian Federation, the Islamic Republic of Iran, and the Democratic People’s Republic of Korea.
Subcontractor Flow-down
The Contractor is responsible for ensuring these sourcing restrictions are enforced throughout their lower-tier supply chain.
