About this file
Summary: Request for Information (RFI) / Sources Sought SC050726
This is a Request for Information (RFI) issued by Tobyhanna Army Depot on April 30, 2026, to identify commercial sources capable of manufacturing and supplying stator cores for small outrunner brushless DC motors used in small Unmanned Aircraft Systems (sUAS). The Government seeks vendors with scalable, high-volume production capabilities of up to 40,000 units per month. The NAICS code is 335312 (Motor and Generator Manufacturing). This RFI is for informational and market research purposes only and does not constitute a solicitation or commitment to award a contract. Responses are strictly voluntary, no funds are available for preparation costs, and the Government has no obligation to proceed with any resulting procurement.
Interested vendors must demonstrate manufacturing capability for stacked and bonded lamination stator cores with the following specifications: outrunner brushless DC motor design, 22mm to 35mm stator diameter, 6mm to 20mm stator height, 12 coil nodes configuration, and epoxy powder coat insulation applied to coil nodes to prevent grounding and ensure reliability under standard sUAS operational conditions. All materials must comply with foreign sourcing restrictions, excluding components sourced from China, Russia, Iran, or North Korea. Responses should include company information, points of contact, experience overview, customer references, and tailored capability statements (maximum ten 8.5 x 11-inch pages, 10-point font minimum) demonstrating organizational and staff capability. Submissions must be electronically sent to corey.d.katsak.civ@army.mil and steven.wiltz.civ@army.mil no later than 12:00 p.m. EDT on May 7, 2026, with the synopsis number SC050726 referenced in the subject line and all enclosed documents. All proprietary or corporate information submitted will be protected from external release.

REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT SC050726
Agency: Tobyhanna Army Depot Notice Type: Request for Information (RFI) Title: Stator Cores for Small Brushless DC Motors (sUAS Application) NAICS Code: 335312 - Motor and Generator Manufacturing (Suggested) Date of Issuance: 2026-04-30
1.0 SUMMARY
Tobyhanna Army Depot (TYAD) is issuing this Request for Information (RFI) to identify potential commercial sources capable of manufacturing and supplying stator cores for small outrunner brushless Direct Current (DC) motors utilized in small Unmanned Aircraft Systems (sUAS). The Government requires scalable, high-volume production capabilities of up to 40,000 units per month.
DISCLAIMER
THIS REQUEST FOR INFORMATION IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS
ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS
ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION
IS STRICTLY VOLUNTARY.
2.0 BACKGROUND
The Tobyhanna Army Depot is conducting market research to assess industry capabilities, domestic manufacturing readiness, and supply chain availability for critical sUAS motor components. Specifically, the Government is focused on acquiring stacked and insulated stator core assemblies designed for outrunner brushless DC motors (where the stator is fixed and the permanent magnet rotor spins on the outside) to support rapid sUAS production demands.
3.0 TECHNICAL REQUIREMENTS
Interested vendors must demonstrate the capability to manufacture, test, and supply stator cores meeting the following technical parameters:
• Motor Design: Outrunner Brushless DC Motor.
• Stator Diameter: 22mm to 35mm.
• Stator Height: 6mm to 20mm.
• Configuration: 12 coil nodes.
• Assembly Type: Stacked and bonded lamination cores.
• Insulation: Epoxy powder coat (or an equivalent durable insulation) applied to the coil nodes to prevent grounding, resist environmental degradation, and ensure reliability under standard sUAS operational conditions.
• Drawings can be provided upon request.
4.0 PRODUCTION AND CAPACITY REQUIREMENTS
Vendors must possess or demonstrate a credible path to achieving a production and delivery capacity of up to 40,000 stator core units per month. This includes maintaining stringent quality control standards applicable to high-volume sUAS component manufacturing.
5.0 REQUESTED INFORMATION
VENDOR INFORMATION
Please provide the following information about your company:
• Company Name and Address.
• Point of Contact (Name, Title, Phone, and Email).
• A brief overview of your company's experience in providing similar high-speed stamping press systems.
• References from customers who have procured similar systems for electric motor manufacturing, if available.
SOURCING REQUIREMENTS
All materials used in components must not be sourced from prohibited foreign countries, including the People’s Republic of China, the Russian Federation, the Islamic Republic of Iran, or the Democratic People’s Republic of Korea.
6.0 SUBMISSION INSTRUCTIONS
Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.
Your response to this RFI, including any capabilities statement, shall be electronically submitted to the sUAS Logistics Management Specialist (Steven Wiltz) and TYAD UAS Lead Electrical Engineer (Corey Katsak) in either Microsoft Word or Portable Document Format (PDF), via email to corey.d.katsak.civ@army.mil & steven.wiltz.civ@army.mil no later than 12:00 p.m. Eastern Daylight Time (EDT) on 07 May 2026 and reference synopsis number SC050726 in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
mailto:corey.d.katsak.civ@army.mil mailto:steven.wiltz.civ@army.mil
