About this file
This is a CEI Goal Setting & Review Form (GSRF) submitted by the Illinois State Board of Education (ISBE) to the Commerce Equity Initiative (CEI) regarding a procurement for legal services. The form documents ISBE's request for approval of contract goal percentages for a Business Enterprise Program (BEP) certified vendor set-aside on solicitation number 26-586SBE-FINAN-B-49934, with Jason Perry identified as the purchasing entity project lead and Leslie Taylor serving as the CEI compliance officer.
The procurement seeks a single contractor to provide annual training for up to 25 potential hearing officers who will preside over dismissal hearings for tenured teachers and Chicago Board of Education principals, as required under the Illinois School Code. The total projected contract amount is $900,000.00, classified under NIGP code 961-49 for Legal Services. ISBE has requested a 0% BEP goal for this solicitation, citing the specialized nature of the work and lack of competitive response from the BEP vendor community. The form documents that a previous bid (B-48248) posted on September 19, 2025, with a 9% BEP goal generated no inquiries or bids from 49 certified BEP vendors contacted. ISBE's justification notes that the work requires a single specialized resource with no opportunity for subcontracting, and historical attempts to solicit this work have yielded no competitive bids. The CEI Deputy Director approved the 0% BEP goal exemption on November 6, 2025.

This work will be completed by the prime vendor. There is no opportunity for subcontracting. ISBE recently posted this bid B-48248 on 9/19/2025. This bid contained a 9% BEP goal. This bid sent to the vendor community including 49 BEP certified vendors. ISBE did not receive any questions, inquiries or bids for the posted solicitation. ISBE had to close the bid. In 2015, ISBE released an RFP for this work. We did not receive any bids from the vendor community, including BEP vendors.
