About this file
This is a Small Business Enterprise (SBE) Participation Plan template required by the City of Seattle Department of Transportation (SDOT) for consultant projects funded by the United States Department of Transportation (USDOT) through the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), or Federal Aviation Administration (FAA). The plan applies to the AAC East Marginal Way Construction Management Services contract, which seeks a consultant team to provide construction management services including one full-time Resident Engineer, two full-time Construction Inspectors, a part-time Change Order/Scheduling specialist, a part-time Office Engineer, a Doc Control/Contract Administrator, and one part-time Outreach support staff member. The AAC East Marginal Way project encompasses pavement preservation work consisting of a 2-inch asphalt mill and overlay on the southern portion of E Marginal Way S, with base repairs, ADA curb ramps, stormwater drainage improvements, striping, and signal loop restoration. The estimated construction contract value is $11 million, with pre-construction services beginning in December 2026, construction operations spanning February 2027 through February 2028, and project closeout extending through July 2028.
While the contract carries a 0% mandatory SBE goal as set by USDOT regulations under 49 CFR Part 26.39, the City of Seattle requires consultant firms to submit a mandatory SBE Participation Plan with a voluntary 10% SBE participation goal. The plan requires prime consultants to identify certified small businesses, describe their commitment to SBE engagement, designate key personnel responsible for plan implementation, detail specific outreach and utilization strategies, and list identified SBE sub-consultants with their scopes of work, NAICS codes, certifications, and percentage commitments. SBEs must be certified by the Office of Minority and Women's Business Enterprises (OMWBE) and perform Commercially Useful Functions on the project. The City of Seattle retains authority to certify that all SBE certifications are valid and information submitted is complete and accurate. Project completion is contingent upon securing federal funding.

Small Business Enterprise (SBE) Participation Plan Consultant Projects
The United States Department of Transportation (USDOT) requires recipients of funds from the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and Federal Aviation Administration (FAA) to develop a Small Business Enterprise (SBE) program, as outlined in 49 CFR Part 26.39. For this contract, there is a 0% mandatory SBE goal. However, as required by the City’s funding agreement for this project, the City encourages a voluntary SBE participation goal of 10% on this USDOT-funded project that does not have a mandatory Disadvantaged Business Enterprise (DBE) goal. The purpose of this plan is for your company to explain how it will include small businesses—certified as SBEs by the Office of Minority and Women’s Business Enterprises (OMWBE)—in your project. Please note while the 10% SBE goal is voluntary, submitting this plan is mandatory and continuous outreach to include SBEs to perform Commercially Useful Functions is required.
