About this file
This document is a letter from Pennoni Associates Inc. to Dan Glaser from the Pinellas County Public Works, Capital Improvements Division, regarding Small Business Enterprise (SBE) subcontracted work for the High Point Community Park project. The letter addresses the Board of County Commissioners' policy to maximize opportunities for SBE-qualified firms to participate in County projects. The project will be predominantly constructed by a single contractor, with limited subcontracting opportunities.
The letter specifically indicates that approximately 10 percent of the project work can be subcontracted, based on disciplines such as survey, erosion control, clearing and grubbing, grading, sidewalk, fencing, sodding, pre-fabricated structures, irrigation, and landscaping. These work areas are well-represented by SBEs in the Tampa Bay Area, as confirmed by the number of registered firms listed on the Pinellas County Small Business Program Management Systems website. The project manager, Peter Nikolov, provides his contact information (phone: 727-420-2487, email: pnikolov@pennoni.com) for any questions regarding the SBE subcontracting assessment.

RE: 002998A High Point Community Park (Rebid) – SBE - Subcontracted Work
Dear Dan:
The Board of County Commissioners (Board) policy is that SBE-qualified firms have the maximum opportunity to participate in County projects. The County requires the assistance of the Engineer of Record (EOR) to determine the amount of work that can be subcontracted for this project based on the specifications and work necessary to construct the project.
The High Point Community Park project will be predominantly constructed by a single Contractor, with limited opportunities for SBE-subcontracted work. In our opinion, the amount of work that can be subcontracted for project construction is approximately 10 percent.
This percentage was determined based on the survey, erosion control, clearing and grubbing, grading, sidewalk, fencing, sodding, pre-fabricated structures, irrigation and landscaping portions of the work. These disciplines are well represented by SBEs in the Tampa Bay Area based on the number of registered firms listed on the Pinellas County Small Business Program Management Systems website.
Please get in touch with me at 727-420-2487 or by email at pnikolov@pennoni.com if you have any questions.
Sincerely, PENNONI ASSOCIATES INC.
Peter Nikolov, PE Project Manager mailto:pnikolov@pennoni.com
