About this file

This is a Statement of Work (SOW) for the Small Business Administration (SBA) seeking secure long-term storage for two Mobile Recovery Vehicles (MRVs), which are Ford Transit vans used for disaster response operations. The SBA requires two separate storage facilities - one within 50 miles of Fort Worth, Texas and another within 50 miles of Norcross, Georgia - each meeting specific security, environmental protection, and accessibility requirements. The storage contract will run for a base period of one year from September 1, 2025, to August 31, 2026, with four additional one-year option periods.

The contract mandates that storage facilities must provide 24/7 surveillance, perimeter fencing, controlled access, and protection from environmental damage. The contractor will conduct monthly visual inspections of the vehicles, maintain access logs, and ensure immediate vehicle retrieval for SBA personnel. The government anticipates awarding a firm fixed-price contract, with deliverables including a storage assessment within 15 days of award, monthly vehicle inspection reports, and access logs upon request. The vehicles are 2024 Ford 350HR Cargo RWD models with specific technical specifications, to be delivered by the SBA to the selected storage facilities.

STATEMENT OF WORK (SOW)

FOR

Office of Disaster Recovery and Resilience (ODR&R)

FOR

Office of Field Operations and Disaster Recovery (FODR) June 5, 2025

1.0 Background

The United States Small Business Administration (SBA), Office of Disaster Recovery and Resilience (ODR&R), and Office of Field Operations and Disaster Recovery (FODR) are dedicated to supporting businesses, non-profit organizations, homeowners, and renters in preparing for, responding to, and recovering from disasters. The SBA has acquired two Mobile Recovery Vehicles (MRVs), which are critical assets for rapid deployment to disaster-affected and rural areas where fixed-site facilities are unavailable or damaged. These MRVs serve as mobile Business Recovery Centers (BRC) or Disaster Loan Outreach Centers (DLOC) to facilitate timely loan processing and outreach. To ensure operational readiness, the SBA requires secure, long-term storage for these vehicles in a manner that allows for immediate access and deployment when needed. Specifically, FOCW will utilize storage for one vehicle at Office of Capital Processing and Distribution Center (OCPDC) 14925 Kingsport Road, Fort Worth, TX 76155, and one MRV for Field Operations Center East (FOCE) at 3100 Medlock Bridge Road, Building 300, Suite 350, Norcross, GA 30071. This Statement of Work (SOW) outlines the requirements for the storage of two Ford Transit vans (MRVs), one at a facility near FOCW and one at a facility near FOCE, to support the SBA’s disaster response mission.
