Attachment III – Evaluation Criteria
EVALUATION CRITERIA
Annual Crane Inspection contract
Contract Award:
The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
CLAUSE 52.212-2 Evaluation -- Commercial Items
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Offeror shall submit no more than ten (10) single sided pages demonstrating their understanding of the requirement which shall include all aspects of the jobs as described in Attachment IV – Statement of Work.
FACTOR A: TECHNICAL APPROACH
Offeror shall submit how they will provide the services for annual crane inspections in accordance to the statement of work to include at a minimum:
(1) Proposed Team Structure and their qualifications; to include key personnel, crane inspectors, and any sub-contractors.
Resumes, no longer than two (2) pages, must be submitted for any crane and lift inspector that will be used for this contract. Crane and lift inspectors must have at least five (5) years of relevant experience.
(2) Project Approach to managing the required annual inspection services, corrective services and load balancing tests to achieve cost control, maintain quality in accordance to CFR 29 OSHA
Standard CFR 29 1910.179(j) Overhead and Gantry Crane Inspections, and comply with performance schedules.
(3) Sample inspection form(s) based on the categories of crane and lifts listed in the Attachment V, and sample inspection stickers that will be used for the project.
FACTOR B: EXPERIENCE
Offeror must submit at a minimum of five (5) projects within the past five years similar in scope to this requirement. A minimum of two (2) projects must be similar in size and scope. Each project listed must indicate the number of cranes/lifts inspected, duration of contract, and point of contact information to include name, project position, phone number, and email address.
FACTOR C: EXPERIENCE MODIFICATION RATING (EMR)
Offeror must submit their current EMR rating. The documentation must be from the National Council on Compensation Insurance (NCCI) or its calculating State Agency. If a subcontractor will be used for the requirement, the EMR rating must be submitted for them as well.
FACTOR D: PAST PERFORMANCE
This factor will be evaluated on the basis of information obtained concerning the Offerors’ performance on relevant annual crane inspection contracts similar in scope and complexity to this requirement. Only past performance from projects that occurred within the last 5 years will be evaluated. Offerors without any past performance, or evaluations from references with contracts that are not similar to this solicitation shall receive a neutral rating. Evaluations of subcontractor(s) may also be submitted. Use
Attachment VIII for past performance evaluations.
Evaluations from references must be sent directly to michelle.dacanay@nist.gov by the proposal due date, and must reference the solicitation number. Ones submitted by the offeror will not be evaluated.
Offerors are to note that, in conducting this evaluation, the Government reserves the right to use both data provided by the Offeror and data obtained from other sources, including, but not limited to:
Contractor Performance Assessment Reporting Systems (CPARS), or similar systems of other
Government departments and agencies; interviews within NIST if offeror holds/held previous contracts;
interviews with program managers and Contracting Officers, and other sources known to the
Government, including commercial sources. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably.
PRICE
The Government may use various price analysis techniques and procedures to make a price reasonableness determination.
Offerors must submit the following information in their price proposal:
▪ Line Item Pricing for each of the cranes in Appendix A of the Statement of Work.
▪ Pricing Structure for the removal and addition of cranes required for inspection.
▪ Labor Category(ies) and Labor Rate(s) for Corrective Services
NIST requires corrective services as a part of this solicitation. Offerors must submit all applicable labor categories and associated labor rates which will be utilized for any corrective services for the cranes for base year and option years. This labor rate is for straight time only, as NIST will not approve premium pay scale. All work to be performed will be done during normal business hours of
Monday through Friday from 8:00 am until 4:00 pm, excluding all federal holidays.
All applicable travel expenses will be reimbursed in accordance to the Federal Travel Regulations
(FTR). The information can be found at https://www.gsa.gov/portal/content/104790
▪ NIST requires crane load testing services as a part of this solicitation. Offerors must submit fully burdened pricing for these services based on the crane tonnage capacity for base year and option years. All work to be performed will be done during normal business hours of Monday through
Friday from 8:00 am until 4:00 pm, excluding all federal holidays.
Technical and past performance, when combined, are approximately equal to cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
