2. EVALUATION CRITERIA AND BASIS FOR AWARD
The Government will award a firm fixed price purchase order on the basis of the lowest evaluated price of the quotations meeting or exceeding the acceptability standards for technical and non-price factors which represent an overall best value to the Government.
Technical and Non-Price factors will be rated on an “Acceptable/Unacceptable” basis. Failure to meet any of the requirements will result in an “Unacceptable” rating and eliminate the quoter from further consideration for award.
Technical quotations shall be evaluated against the evaluation factors listed in the RFQ.
Options: The Government will evaluate options for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
The technical and non-price factors are as follows:
2.1. Factor 1 - Technical Approach
Submittal Requirements – (10-page limit)
Contractors shall submit a Technical Approach Narrative which may include charts, graphs, tables and drawings. The Technical Approach is defined as the Contractor’s proposed solution(s) to successfully conduct the requirements of the contract. The Technical Approach should clearly describe, in sufficient detail, the Contractor’s plan to successfully fulfill the technical requirements of the PWS as identified in this RFQ.
At a minimum, the Technical Approach shall include:
a) A narrative description of how the quoter intends to organize, staff and manage the contract, and the means that will be used to accomplish the contract requirements;
b) A discussion of the appropriate equipment to successfully accomplish the work and a discussion of appropriate equipment operators;
c) Discuss the appropriate equipment intended to be used for each area of cleanout, and the methodology for protecting surrounding landscape during performance of work;
d) A narrative approach for controlling quality throughout performance of the contract by discussing the methodology for how the cleanout will be IAW local, state and federal laws, and regulations as applicable;
e) Discuss quoter’s anticipated schedule to include:
· Executable schedule for the following:
· Concrete Hard Deck
· North and South Box Culverts
· North and South Detention Ponds
Basis of Evaluation
The information submitted for this factor will be subjectively evaluated to determine technical acceptability. The standard for technical acceptability is met when the Contractor clearly and unambiguously presents a Technical Approach Narrative that:
a) Meets all stated minimum requirements of the PWS and the RFQ, and demonstrates a clear understanding of the work;
b) Describes organization, staffing and management of the contract that will likely result in satisfactory, or better, performance;
c) Includes appropriate equipment to perform the work and qualified equipment operators;
d) Describes a reasonable plan for controlling quality throughout performance of the contract, and;
e) Provides a schedule that is in accordance with the requirements of the PWS.
2.2. Factor 2 – Experience – (6 single-sided page limit)
Submittal Requirement
Submit a maximum of three (3) recent and relevant projects that demonstrate your organization’s experience performing relevant work that is similar in size, scope, and complexity to this RFQ. For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of the RFQ. For instances in which the primary firm will be using subcontractors for some portion of the work, this portion of work should include documentation of the subcontractors’ prior experience in the form of relevant projects as well.
“Recent” is defined as contracts having been completed within the past three (3) years or present contracts still ongoing.
A “relevant” project is defined as a project demonstrating experience managing similar, same, or larger scope projects as set forth in this RFQ.
“Similar” is defined as any project consisting of site work, landscaping, erosion control, culvert cleanout and/or irrigation ditch maintenance.
Each project submittal must be for a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the IDIQ contract as a whole should not be submitted as a project; rather, the Contractor shall submit the work performed under a specific task order as a project.
The attached RFQ Experience Submittal (Attachment 6) is MANDATORY and SHALL be used to submit project information. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed two (2) single-sided pages.
Basis of Evaluation:
The information submitted for this factor will be subjectively evaluated to determine technical acceptability. The standard for technical acceptability is met when the Contractor demonstrates experience performing three (3) similar recent and relevant projects.
The Government will only review three (3) projects with Relevant Experience. Any projects submitted in excess of the three (3) will not be considered. Of the quotations submitted with an excess of three (3) relevant projects, the three most recently completed projects will be evaluated.
2.3. Factor 3 - Past Performance – (5 page each CPARS/PPQ plus 2-page limit explanation as needed)
Submittal Requirements
Contractor’s shall submit a Past Performance Questionnaire or Contract Performance Assessment Reporting System (CPARS) Evaluation Report for each relevant project submitted for Factor 2. If a completed CPARS Evaluation Report is available for each project, it shall be submitted with the quotation. If there is not a completed CPARS evaluation report, then Contractors shall submit a Past Performance Questionnaire (PPQ) (Attachment 4) for each project included in Factor 2.
The Contractor should follow-up with clients to help ensure timely submittal of the completed questionnaires with the RFQ. If the Contractor is unable to obtain a completed PPQ from a client for a project(s) before the RFQ closing date, the Contractor should complete and submit with the quotation the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
If requested by the client, questionnaires may be submitted directly to the Government’s point of contact, Ms. Patricia Bullington: patricia.bullington@nist.gov; telephone (303) 497-3106.
Contractor’s may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2 – Experience. Contractor’s may also address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.
Basis of Evaluation
This evaluation focuses on how well the Contractor has performed on the relevant projects submitted under Factor 2 – Experience as well as Past Performance on other projects currently documented in known sources. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government.
Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS) and any other known sources not provided by the Contractor.
The information submitted for this factor will be evaluated to determine technical acceptability. The standard for technical acceptability for this factor is met when the Contractor demonstrates:
1) An “Overall” rating of “Satisfactory” or better for each PPQ received, and;
2) A “Satisfactory” or better rating for each major individual category within the PPQ.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Contractor’s clients / references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
Vendors lacking relevant past performance history will not be evaluated favorably or unfavorably in past performance and will receive a Neutral rating.
Past performance information will be utilized to determine the quality of the Contractor’s past performance as it relates to the probability of success of the required effort. Emphasis will be on recent, relevant past performance in the previous three (3) years.
Since the Government may not necessarily interview all of the sources provided by the quoters, it is pertinent for the quoter to explain the relevance of the data provided in block number 4 of the PPQ.
2.4. Price Quotation
Submittal Requirements
Contractor’s shall submit a firm fixed price (FFP) quotation on the SF 1449. The SF 1449 price schedule shall include the summary total firm fixed prices for each CLIN for the base year and all subsequent option years. The SF1449 Summary Price Schedule shall be derived from the Attachment 2c – Contractor Pricing Sheet.
Additionally, Contractors are required to complete Attachment 3 - Contractor Pricing Sheet.
Basis of Evaluation
The Government will evaluate the price quotation for fairness, reasonableness and realism in relation to the technical solution by using price analysis techniques.
Price analysis will be conducted in accordance with the FAR Part 13 and Commerce Acquisition Manual. The analysis may include information from a Government auditing agency, Government technical personnel, or other sources. If a price is disproportionally lower than other competitive prices or significantly unbalanced, the price may be deemed unrealistic or unreasonable. A determination will be made by the Contracting Officer based upon the information provided. The Government reserves the right to ask for any additional price related information from the Contractor in order to determine a price fair and reasonable.
The firm fixed price purchase order will be issued to the responsible Contractor whose technically acceptable quotation is deemed to represent the lowest price.
File details come from the government source that posted it. Updated .
