1. The following question and response are hereby provided:

QUESTION 1: Table 1.

a. Most of the entries in the table contain incomplete information. For example, âÂ#Â#MML/646 46415 LC 1100 System SYS-LC-1100/S-US N-LC- 297766âÂ#Â#. This line item on the bottom of page four of the SOW lists a complete 1100 LC system, but does not provide either the serial or model numbers of the components. Each 1100 LC system is comprised of at least one pump, degasser, auto-sampler, column compartment and detector. Each has a unique model and serial number. The number and type of modules can greatly vary. Therefore, the price of support may differ.

In comparison on page 7 of the SOW, the second line in the table lists an HPLC system with model and serial numbers. This is exactly the type of information we require to properly price our service proposal. In short, please provide a detailed list of the following:

i. For each 1100 or 1200 HPLC system, please list the degasser, pump, autosampler, detector and column compartment model and serial numbers.

ii. For the each LC/MS Triple Quad, please list the instrument model and serial number.

iii. For the 6490 QQQ Systems (page 6) please list the serial numbers.

Statement of Work

BACKGROUND

The National Institute of Standards and Technology (NIST) include four Directorates that utilize Agilent Technologies instruments to support its mission. These Directorates are the Center for Nanoscale Science and Technology (CNST), the Engineering Laboratory (EL), the Material Measurement Laboratory (MML), and the Physical Measurement Laboratory (PML), The NIST Center for Nanoscale Science and Technology (CNST) supports the U.S.

nanotechnology enterprise from discovery to production by providing industry, academia, NIST, and other government agencies with access to world-class nanoscale measurement and fabrication methods and technology. The CNST's shared-use NanoFab gives researchers economical access to and training on a commercial state-of-the-art tool set required for cutting-edge nanotechnology development. The simple application process is designed to get projects started in a few weeks.

Looking beyond the current commercial state of the art, the CNST's NanoLab offers opportunities for researchers to collaborate on creating and using the next generation of nanoscale measurement instruments and methods. As the Department of Commerce nanocenter, the CNST provides:

A unique facility offering access to the instrumentation, methods, and technical expertise required to make and measure components at the nanometer scale.

Expertise in a wide variety of disciplines; from physics, chemistry, materials science, molecular biology, computer science, and electrical, mechanical, chemical, and aeronautical engineering.

The EL promotes U.S. innovation and industrial competitiveness in areas of critical national priority by anticipating and meeting the measurement science and standards needs for technology-intensive manufacturing, construction, and cyber-physical systems, including the Smart Grid Program Office in ways that enhance economic prosperity and improve the quality of life. The EL is actively engaged with technical committees and standards developing organizations (SDOs) that are key to implementing technologies that are aligned with the Laboratory's five strategic goals. Staff members serve on about 130 committees and working groups, many in leadership positions. For example, the output of

BFRL research is a source of technical information for ASTM International (ASTM), the

American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE), the American Society of Mechanical Engineers (ASME), the American Society of Civil

Engineers (ASCE), the American Concrete Institute (ACI), the American Institute of Steel

Construction (AISC), the National Fire Protection Association (NFPA), Underwriters

Laboratories, Inc.(UL), the Society of Fire Protection Engineers (SFPE), the

International Organization for Standardization (ISO), the International Council for

Research and Innovation in Building and Construction (CIB), the International Code

Council (ICC), and the Construction Industry Institute.

The EL carries out mission related activities in:

Fire prevention and control;

National earthquake hazards reduction;

National windstorm impact reduction;

The EL carries out other mission related engineering research that includes:

Systems integration and engineering, Intelligent systems and control, Robotics and automation, Cyber-physical systems, Sustainability and energy efficiency, Economic analysis and life cycle assessment, Productivity measurement, and

Safety and environmental performance.

The Material Measurement Laboratory is one of two metrology laboratories within the

National Institute of Standards and Technology (NIST). The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the chemical, biological and material sciences. Our activities range from fundamental and applied research on the composition, structure and properties of industrial, biological and environmental materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality. Our research and measurement services support areas of national importance, such as:

Advanced materials, from nanomaterials to structural steels to complex fluids

Electronics, from semiconductors to organic electronics

Energy, from characterization and performance of fossil and alternative fuels to next-generation renewable sources of energy

The environment, from the measurement of automotive exhaust emissions and other pollutants to assessment of climate change and the health and safety aspects of man-made nanomaterials

Food safety and nutrition, from contaminant monitoring to ensuring the accuracy of nutrition labels

Health care, from clinical diagnostics to tissue engineering and more efficient manufacturing of biologic drugs
