During the term of the contract, the Government shall place orders totaling a minimum of $25,000.00 . The amount of all orders shall not exceed $9,900,000.00 .

The Government contemplates award of a Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation.

B. 3 SCHEDULE OF LABOR CATEGORIES

SCHEDULE OF LABOR CATEGORIES

The following section details the labor categories that will be applied to this IDIQ contract. The labor categories described here are required for this contract. Each labor category has a description of the type of work to be performed under each, the minimum experience requirements, and minimum education requirements. The description of the work to be performed under each labor category is a generalized description and may be expanded upon under individual task orders, where the work will be better defined.

Program Manager (Contract Level)

Minimum Education: Bachelor s degree from accredited college or university in Engineering,’ Science, Mathematics or other related field.

Minimum/General Experience: This position requires a minimum of 10 years general project management experience, of which at least 5 is managing similar work than that contemplated in this solicitation.

Functional Responsibilities: Duties may include but are not limited to: Serves as program manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Government Program Manager in developing/presenting project materials by and between the Contracting Officer (CO), the Federal Acquisitions Contract Project/Program Manager (FAC-P/PM) the contract-level– Contracting Officer s Representative (COR), and the task order-level COR(s), ordering’ activities of the management personnel and customer agency representatives. The Program Manager is responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules of the task orders are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems. The Program Manager may also supervise Project Managers at the task order level.

Principal (Contract Level)

Minimum Education: Bachelor s degree from accredited college or university in Engineering,’ Science, Mathematics or other related field.

Minimum/General Experience: This position requires a minimum of 15 years general project management experience, of which at least 5 is acting as a principal for similar work than that is contemplated in this solicitation.

Functional Responsibilities: Duties include ensuring client satisfaction for the entire contract.

Architect

Technical Level IV

Minimum Education: Bachelor s degree from an accredited college or university in’ Architecture, Engineering, Science, Mathematics or other related field.

Minimum Experience: 20 years, of which 15 years is specialized in the specific field.

Duties: Recognized as a leader in architecture, engineering, science or other technical area.

Applies technical experience, skills, and/or expert knowledge within their field to highly complex assignments. Is capable of leading teams to generate unique concepts and to develop solutions to complex engineering, scientific or other technical problems and provides a significant contribution to the technical planning process for work being undertaken.

Technical Level III

Minimum Education: Bachelor s degree from accredited college or university in Architecture,’ Engineering, Science, Mathematics or other related field.

Minimum Experience: 10 years, of which 7 years is specialized in a specific field.

Duties: Applies technical knowledge and judgment in a scientific or other technical field in relevant architecture or engineering principles and practices as required for technically complex assignments. Develops solutions to difficult problems. Generates concepts as evidenced by product or process improvement. Uses engineering/scientific tools to integrate requirements and solve technical problems. Utilizes tools, techniques, processes and/or facilities, such as state-of-the-art simulation environments, laboratories, and test facilities. Contributes to the technical planning process.

Technical Level II

Minimum Education: Bachelor's degree from accredited college or university in Architecture, Engineering, Science, Mathematics or other related field.

Minimum Experience: 5 years, of which 2 years is specialized in a specific field.

Duties: Applies analytical techniques, gathers data to solve complex technical problems (e.g., requirements definition, operations research, modeling), and has leadership responsibilities.

Duties may include analysis of complex problems, definition of functional requirements, operations research, modeling, process analysis and design, and developing and providing training materials.

Building Code Specialist

Technical Level IV

Minimum Education: Bachelor s degree from an accredited college or university in’ Architecture, Engineering, Science, Mathematics or other related field.

Minimum Experience: 20 years, of which 15 years is specialized in the specific field.

Duties: Recognized as a leader in architecture, engineering, science, construction or other technical area. Applies technical experience, skills, and/or expert knowledge within their field to highly complex assignments. Is capable of leading teams to generate unique concepts and to develop solutions to complex engineering, scientific or other technical problems and provides a significant contribution to the technical planning process for work being undertaken.

Technical Level III

Minimum Education: Bachelor s degree from accredited college or university in Architecture,’ Engineering, Science, Mathematics or other related field.
