This synopsis and statement of work announce a multiple award indefinite delivery indefinite quantity contract for the procurement of special ammunition and weapon systems. | General Specifications for Function and Casualty: The specifications state, “If a cartridge has a Multi-option fuze, all options shall be tested during Lot Acceptance Testing to properly demonstrate the fullest extent of the munitions capability unless specified otherwise by the US Government during solicitation. The different fuze options test quantity will be distributed amongst the total Function and Casualty requirement”. OEMs have responded that in order to prove fuze dual functionality such as Super Quick and Delay, will require additional testing. It is impossible to determine fuze setting function during Function and Casualty testing due to variable test conditions. Test ranges include structures such as trees, rocks, and gravel roads, as well as unpredictable conditions such as snow or wet ground. This inherently prevents proper observation of fuze function, whether super quick or delay. Some OEM’s have specified that they can do this testing, but it requires controlled conditions and thus requires additional testing by firing rounds at a short range into a sand berm to confirm proper function in the set mode. This is a new requirement that will increase unit prices or will encourage some OEMs to limit their offers to single function fuzes in order to avoid additional testing.
