The U.S. Army is seeking to award multiple indefinite delivery/indefinite quantity contracts for procurement of SAWS items, primarily ammunition and weapons produced in Eastern Bloc countries, for testing, training, and combat use by the DoD, other U.S. agencies, and foreign allies. The acquisition will utilize full and open competition under NAICS code 332994. The RFP will have firm-fixed pricing and best value tradeoff procedures, with five ordering periods over five years and guaranteed minimum quantities issued with each award. Offerors must meet minimum standards for past performance and be registered in SAM. The pre-solicitation industry day provided an overview of the acquisition strategy and opportunity for questions.

Industry Day One on One

| Define what a manpower chart is? Will it be included towards the page count of proposal? | Manpower Chart is not intended to be part of proposal. The Final RFP will correct this error. |
| From the issue of the Final RFP, how many days will contractors have to respond? | The USG anticipates allowance of 30 days after posting final RFP for reciept of final proposal. However, once final RFP is posted the proposal reciept date and time will be specified on Cover page of RFP and in posting. |
| Are two separate transportation plans required? One for Indiana and one for Germany? | Yes. |
| Make sure CLINS referenced in the RFP correspond with the mtathcing CLINS for the Weapons Systems. | The references will be reviewed and updated if necessary with final RFP. |
| Match up the CLINS referenced in L&M align with the Pricing Matrix | The references will be reviewed and updated if necessary with final RFP. |
| Reference to Section B, Appendix 0001 - Should be the Pricing Matrix attachement. | The references will be reviewed and updated if necessary with final RFP. |
| Will products listed that can are only supplied from countries that are non-conforming be removed? (i.e., Russia) | Please provide the Contracting Officer and Contract Specialist with the items that are considered to be supplied from countries that are non-conforming/or not produced any longer during the draft RFP phase. Based upon the feedback provided, the list may be updated for the Final RFP. |
| Will DO 0001 be a split award? | The Government cannot make that determination at this point, but a split award will be considered, if appropriate and applicable to the facts at the time of award. |

| When will the final RFP be submitted? | The USG anticipates posting the final RFP in July 2020. |
| Can the contractor souce from foreign producers? | Yes, however, it is incumbant upon the prime cotractor to ensure that the foreign producer is a legally acceptable source and is not identified by the U.S, Government as a banned source of supply or otherwise subject to sanctions that would prohibit their use as a source of supply. |
| Does the unit price at IDIQ level become the ceiling price? | Yes. |
| Will the pricing ever be able to be re-established based on unforseen cicumstances? | The USG does not anticipate ever having to re-established pricing based on unforseen cicumstances. |
| Will the government accept bids from contractors who did not participate in the sources sought? And if so, will the same responsibility analysis be performed for bidders who did not participate in the sources sought? | The solicitation is utilizing full and open competition procedures and the Government is encouraging competiton to the maximum extent possible. |
| Is transportation prices as FFP or can cost? | Transportation will be FFP to establish NTE Celing prices. |
| Does the contractor handle the logistics side of the items? | Contractor will be responsible for handling the logistics -- everything up to and including delivery at final destination identified in solicitation |
| is there a DD254 on contract? | No classified information is included in the RFP - a DD254 is not applicable. |
| What is the prime contractors interaction with the LAT? | Prime contractor is responsible for making sure LAT is successfully conducted in accordance to approved TDP and applicable Gen Specs |
| Does the USG have a requirement for the testing of any of the list of items? | All items must be tested to verify they meet the requirements listed in the applicable Gen Specs |
| Is it the USG intention to award other than LPTA on this contract? | This competition will be conducted, and award will be made, using a tradeoff process. |
| Will there be any major changes from the draft RFP to the final RFP in Sections L&m? | There may be changes between the draft RFP and the final RFP. Offerors are responsible for reviewing Sections L&M in the final RFP and proposing thereto. |
| Will the same TDP's be incorporated into this contract? | TDPs need to be submitted for all items awarded on this new contract. |
| What is the best way for a SB with no past performance to compete? | A small business can contact the Small Business Office if it needs information or assistance related to participation in upcoming acquisitions. The Small Business Office mailbox is: usarmy.ria.asc.mbx.sb@mail.mil. Additionally, please see the Past Performance criteria provided in the draft RFP, which will be included in the final RFP. Specifically the Neutral rating definition if an offeror has no recent or relevant past performance. |
| Are there any histroical problems with locating any of these products? | Some items can be a challenge but we have been able to get them. New items have been added to the list so there is no historical data for those. |
| For the pricing matrix, how should offerors handle items they will not be offering? The instruction say to fill it out in full. | The price matrix is a comprehensive list of the planned requirements for this solicitation. All items must be priced. All CLINS must be priced and have a source identified as required by the solicitaiton to be considered for award. Please however provide the Contracting Officer and Contract Specialist with the items that are considered to be obsolete and/or not produced any longer. Based upon the feedback provided during the draft RFP phase, the list may be updatedfor the Final RFP. |
| Will the Industry Day Slides be posted? | Industry Day Slides were posted on 04 Jun 2020. |
| Will there be any pressure requirements on the Mortar Weapons systems? | Pressure requirements are listed in the Mortar Weapon Gen Spec |
| Is there any first year budget for this contract? | There is no budget for this contract other than Delivery order 0001. |
