Anticipated specifications include the General Specification for Special Ammunition and Weapon Systems from January 2019 as well as specifications for mortar ammunition, rocket propelled grenades, small caliber ammunition, and mortar weapon systems. Industry is invited to provide comments on a draft RFP by May 11, 2020, with a final RFP planned for release on June 12, 2020.

SAWS Acquisition Strategy Full & Open Competition
5 Year (FY22-FY26) - Best Value Indefinite Delivery Indefinite Quantity Contracts Multiple contract(s) will be awarded for five (5) one-year ordering periods and will contain FFP NTE unit prices to cover SAWS requirements
Minimum guarantee for each contract awarded is $20,000 Award(s) will be made to best overall proposal(s) that are determined to be most beneficial to the Government
As future needs are identified during the 5 years of the contract(s), FFP Delivery Orders will be competed among Offerors who have been awarded IDIQ base contracts
Awardees will have ability to propose lower unit prices than negotiated FFP NTE prices on contract for each of the Delivery Orders
The Government reserves the right to split delivery order awards, if determined to be in the best interest of the Government Offerors will be notified of the possibility of a split award at the time the delivery order RFP is issued
Pricing for each DO is FFP- transportation costs will be proposed and evaluated on DO basis USG will be requesting support for transportation costs through commitment letters from freight forwarders and purchase orders

FFP NTE Prices proposed in the pricing matrix of solicitation will be utilized to compute total evaluated price. Price will be evaluated, but will not be rated with a color or adjectival rating
Factor 4: Past Performance:
Each offeror’s past performance will be reviewed to determine relevancy & confidence assessment
Factor 5: Small Business Participation:
The extent of Small Business Participation will be evaluated
Relative Order of Importance of Factors For evaluation purposes - Management is more important than Technical

All non-price factors, when combined, are significantly more important than Price
Government reserves right to make an award to other than the lowest priced Offeror, or to other than the Offeror with the highest technical rating if the Government determines that to do so would result in the best value to the Government
Offerors that receive a final rating of Red / Unacceptable at any Factor / Subfactor level - are ineligible for contract award

Technical Requirements General Specifications for SAWS used as benchmark for determining contractor TDP compliance including visual inspections, performance and Lot Acceptance Testing (LAT)
TDPs must be submitted in accordance with the requirements specified in each general specification and when submitted for review may be approved for all delivery orders under the contract, if specified by the Government. ECPs will address changes to configuration.
PdD SAWS reserves the right to witness all LATs and must be notified in accordance with appropriate timeline stated within Section C of RFP
DCMA has been delegated the authority to conduct Government Source Inspections with or without PdD SAWS personnel being present

LAT reports shall provide at a minimum: (1) Shot to Shot Data, (2) Measured values conducted during visual inspections, (3) Notation of any anomalies during visual inspections and live fire testing, (4) Notation of any skip lot testing for temperature extremes
PdD SAWS provides concurrence on all LAT Reports for all lots to be provided to USG
LAT Report Concurrence required prior to conducting Government Source Inspection (GSI) DCMA requires PdD SAWS concurrence on LAT reports before scheduling or conducting GSI
Approved Explosive Site Safety Plans (ESSP) are required before scheduling and conducting GSI
DCMA functions as the Quality Assurance Representative (QAR) for GSI for all PdD SAWS items
Sampling size in Gen Specs will be used for visual inspections prior to LAT Gen Spec will not be used to determine sampling size for GSI DCMA QAR will follow Zero Based Acceptance Sampling chart
Challenges Limited Sources of Supply
EUCs take approximately 60-90 days after submission of draft to USG
Delivery Verification Certificate (DVC) return may take longer than 30 days after receipt of material at final delivery location
Some European countries have delayed release of transit permits for ammunition traveling through their country to final delivery location
No set requirements year to year and cannot predict when orders will be placed
Geopolitical events can occur any time Previously acceptable suppliers may no longer be allowed (may be sanctioned) Need to be flexible/adaptable to adjust shipping, deliveries, etc.
