About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source document (Sole Source Justification) dated January 2026.

NASA proposes to negotiate exclusively with Timken Gears & Services Inc. (doing business as Philadelphia Gear) for the complete overhaul and rebuild of two (2) Philadelphia Gear 3418CT cooling tower gearboxes. The estimated period of performance is 24 weeks after receipt of order (ARO). The total estimated cost is redacted in the provided document. The justification for sole source procurement is based on Timken/Philadelphia Gear being the Original Equipment Manufacturer (OEM) holding exclusive ownership of proprietary engineered blueprints, exact metallurgy specifications, and factory tolerances required for proper rebuild. The OEM's standard procedures include proprietary Magnetic Particle Inspection (MPI) of reusable components, a minimum 90-minute full-speed mechanical spin test on custom equipment, and a 3-year warranty on overhauled drives. The document asserts that third-party repair shops lack access to original blueprints and dedicated spin-testing equipment. If a non-OEM vendor were used, reverse engineering internal gearing, shafting, and bearing fits would likely result in premature catastrophic failure and void OEM guarantees, creating significant reliability and schedule risks. The OEM rebuild is identified as critical for restoring cooling tower cells 1 and 2 to full operational capacity and provides best value by reducing facility downtime by 8 weeks while delivering "as-new" factory specifications at a fraction of replacement costs.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Timken Gears & Services Inc.

(Philadelphia Gear) only for the complete overhaul and rebuild of two (2) Philadelphia Gear 3418CT Cooling Tower Gearboxes ). The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 24 Weeks ARO.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Timken/Philadelphia Gear is the Original Equipment Manufacturer (OEM) of these specific 3418CT cooling tower gearboxes. As the OEM, they are the sole owners of the proprietary engineered blueprints, exact metallurgy specifications, and factory tolerances required to rebuild these units correctly.

Additionally, their standard operating procedure includes proprietary Magnetic Particle Inspection (MPI) of all reusable torque-transmitting components, a minimum 90-minute full-speed mechanical spin test on a custom test stand, and an unmatched 3-year warranty on overhauled drives. Local 3rd-party repair shops do not possess the original blueprints or the dedicated spin-testing equipment necessary to guarantee reliability.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible. If a 3rd-party non-OEM vendor is used, they would be forced to "reverse engineer" the internal gearing, shafting, and bearing fits, which frequently results in premature catastrophic failure and voids any OEM guarantees.

d reduces critical facility downtime by

8 weeks. Therefore, the OEM rebuild is the only path that provides the required reliability, schedule reduction, and best value to the Government.

ADDITIONAL COMMENTS: This procurement is critical for restoring Cooling Tower Cells 1 & 2 to full operational capacity. Sending these units to the OEM guarantees they will meet "as-new" factory specifications upon return, backed by a 3-year warranty, at a fraction of the cost of new replacements.

☐ - SEWP/IDIQ Brand Name Justification (BNJ): For schedule/IDIQ purchases, pursuant to FAR 16.507-7(a), the acquisition of the referenced brand name item(s) is hereby justified (under $40,000)

☐ - SEWP/IDIQ Brand Name Justification (BNJ): For schedule/IDIQ purchases, pursuant to FAR 16.507- 7(c)(1), the acquisition of the referenced brand name item(s) is hereby justified. Any action over $40,000 the brand name shall be posted on the agency website used to solicit offers for orders.

☐ - Limited Source Justification (LSJ) Sole Source: For GSA orders, pursuant to FAR 8.401(b)(and by way of GSAR 538.7104-3(a)), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Action will be performed against GSA Contract Number: ________________.

☐ Source Justification (LSJ) Brand Name: For GSA orders, pursuant to FAR 8.401(b) (and by way of GSAR 538.7104-4(a)), the item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

☐ - Exception to Fair Opportunity (EFO): For SEWP orders or orders placed against other IDIQ contracts, under the authority of the exemption under FAR 16.507-6(b) used is based on the following:

☐ (A) The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays ☐ (B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

☐ (C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
