RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Motorola Solutions, Inc. (MSI), Hanwha Vision Co., Ltd. & Ubiquiti Networks, Inc. for Video System Modernization and Upgrade for CRCC SMiRF. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 90 days ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This purchase is intended for the upgrade of the video monitoring system supporting the Small-scale Multipurpose Research Facility (SMiRF) located in Building 402 of the Creek Road Cryogenic Complex (CRCC). The existing system is a critical safety and operational asset used to monitor hazardous test areas, verify personnel clearance from exclusion zones, observe personnel working in hazardous environments, oversee cryogenic commodity deliveries, and provide real-time visual assessment during testing and emergency situations. The current system is over ten years old, relies on outdated hardware and software, and raises cybersecurity concerns due to its unsupported operating system. Additionally, it has experienced increasing failures, which threaten facility operations and personnel safety. Obtaining replacement components has become difficult or impossible, making ongoing maintenance unsustainable. The upgraded system must deliver reliable video recording and management, ample storage capacity to meet operational needs, and cameras suitable for the environmental conditions of their locations— including explosion-proof and all-weather-rated models as required. Features such as pan-tilt-zoom functionality, Power-over-Ethernet capability, and onsite installation and commissioning support are essential to ensure the system satisfies the facility’s operational, safety, and reliability standards while minimizing disruptions to ongoing testing activities.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Selecting an alternative brand for the new video system may result in avoidable delays to the upgrade schedule. As an authorized vendor, GRC is committed to providing dependable and timely delivery, as well as ongoing support. Other vendors may not offer the same comprehensive product range, potentially requiring us to choose less optimal components at higher costs. Additionally, there is no assurance that a different vendor would be able to provide prompt, onsite service if needed.
